An Analysis Of The Influence Of The Policy Of Development And Opening In Favor Of Border Regions Up On Economic Development Of Border Regions

As an incentive public policy,the Policy of Development and Opening in Favor of Border Regions up could aim to boost border regions' opening up to the outside world and to promote their sustainable economic development.The efficacy of the policy in promoting border regions' economic development is depending on not only its applicability to the targeted regions,but also to the local government' ability to organize resources and implement the policy.The objects of research in this dissertation were the key border cities in Guangxi and Yunnan,and it applied the evaluation theory of public policy and the relevant theories of economic intervention from government to analyze that these policies affect the degree of the economic development for developing regions from the view of policy tools.This was a significantly important practical significance to achieve the aims,which built the new style of industrialized cities and promoted the sustainable development.At the same time,this dissertation could study the characteristics of policies' transition by themselves through that used the method of longitudinal historical review,and the efficacy of these policies in promoting the border regions' economic development by a quantitative and qualitative study method.The analysis results are as follows:Firstly,the time period during which the advantages provided by the policies in favor of border regions' development and opening up last is becoming increasingly short;policies are spread out more and more fast,reducing the timing-dependent efficacy of the policies in promoting economic development.Secondly,border regions' governments may need to change their previously-useful thought that the economic development depends on favorable policies from superior authorities,into an ideology focusing on how to use the advantages brought by the policies in a proper way and how to achieve a systematic innovation to promote economic development.Thirdly,favorable policies for promoting economic development,though still work to some extent as time goes on,but show an increasingly limited efficacy.Based on the conclusions mentioned above,three points of policy advice are gave in this article.Initially,the article needed to boost the establishment of think tanks in border regions' governments,which take advantage of high-quality external intellectual resources to help governments integrate the existing policies in favor of border regions' development.Opening up and fully take advantage of the positive externality of the policies within their periods of validity,so as to boost border regions' economic development.Second,the governments in border regions to implement policies should be continuously enhanced the governing ability.Border regions' governments should organize and fully use internal intellectual resources and external resources to improve their work in research and execution of policies.Third,the effectiveness of policies in favor of border regions' development and opening up should be assessed comprehensively.Before formulating a new policy for promoting border regions' development and opening up,the responsible department should carry out a full field investigation to know about actual situations of the region,and conduct a comprehensive assessment on the effectiveness of the policy after a period of execution of the policy.The ineffective terms of the policy should be amended;and the terms satisfying the border region's development needs promoted.
