The Research Of The Creative Industry Cluster Governance Based On The Social Capital

Industry cluster is one of the trend of industry development.Creative industries,as an emerging industry,which is becoming an increasingly prominent trend. At present,,a number of Creative Industries Gathering areas appear,and create a favorable external condition,and form certain scale effect on the development of creative industries in Beijing, Shanghai,Guangzhou and other major cities of China.In this paper,the theory of social capital is introduced into the industry cluster study,which is an issue hotspot about industrial clusters in China in recent years,Social capital is a new and strongly concept,and it is applied to sociological research at the earliest.Through in-depth study of many scholars, the field of social capital has been extended to democratic politics,employment,economic development and social equity and so on.However,social capital theory has not still formed a standardized system of the theory and analysis methods,so it's still in a continuous improvement and development condition.Social capital can effectively reduce transaction cost in the process of innovation in the creative industry cluster for creative enterprises.The social network promotes the regional innovative activities,promotes the innovation and promotes the healthy development of creative industry cluster. Therefore,it is especially important to cultivate and utilize social capitals on the governance of creative industry clusters.Through the creative industry cluster research,this paper is compared network governance with the value chain governance for the characteristics and insufficience, and it is put forward the social capital to promote more efficient operation for the creative industry cluster. It is also put forward some corresponding counter measures. This paper is also designed for theorical framework of social capital on creative industry cluster governance:including social capital,social networks,the effect of social capital and clusters innovation.We investigate NO.50 Moganshan Road in Shanghai to analyze its characteristics.We conduct its constitute of social capital, social network, development effect,analysis,and cluster innovation on empirical research..We put forward reasonable and effective suggestion for the M50 creative industry Park,and we lay a solid foundation.for the futural stable and healthy developmen of creative industry cluster in Shanghai.By the research of typical Creative Industry Park in Shanghai.I have summarized the conclusions and ecommendations of the following social capital for the creative industry cluster: Social network relations should be strengthened.; Social trust is lack; Institution-building specification is needed to be improved; The awareness of cooperation is need enhancing.; Government needs to foster and nurture innovation environmentAt the same time,I also put forward the following countermeasures:Promote trust and expand the cooperation opportunity; Enhance coordination and enhance cooperation efficiency; Enhance incentive and overcome development inertia; Strengthen supervision and prevent governance bias; Optimize governance and uphold social network.Finally,with the continuous development of the social capital theory,quantitative analysis of Social capital will also be strengthened for creative industry cluster.At the same time,with the deepening research,creative industry cluster governance and the research of social capital will have more complete systems,it also will play a better role in the practical guidance.
