Since April 2016,bicycles of various colors have experienced barbarous growth.They have spread all over the cities of the country and brought convenience to some groups.At the same time,they exposed more issues to the society.Streets and communities can be seen as vehicles that are parked indiscriminately or “disabled”,and even bicycles that are not used temporarily in the scenic spots constitute another“landscape”.This paper analyzes the predicament of sharing bicycles' management resources from the perspective of social capital and mainly from the three elements of social capital to explore its relationship with the sharing bicycles' management.The author conducted a field visit survey of multiple cities,giving an inquiring analysis of the development status and management problems of shared bicycles in different cities,and summed up the preliminary experience of the current sharing bicycles' management in various cities in China.Through the empirical analysis of the collected data,this paper tries to study the relationship between social capital and shared bicycles' management,and tries to solve the problem of bicycle-sharing governance caused by the lack of social capital.The study found that the exposure of shared bicycles not only demonstrated the shortcomings in the governance of public affairs in China,but also reflected the serious shortage of social capital in the entire society.The sharing of bicycles urgently requires the Chinese government to increase investment in social capital:(1)Network relationships are the driving force for sharing bicycles;(2)Standardization is the guarantee;(3)Trust is the root of governance.Finally,the article proposes countermeasures and suggestions from the three main levels of social capital,in order to provide reference for the current lack of governance resources in the sharing of bicycle governance and social governance due to the lack of social capital.
