Study On The Industry Associations' Participation In Government Policy-making In China

Time course of three decades of reform experience, Chinese society appeared the free circulation of resources in high activity space, integrated network began to forming. With her inherent characteristics, industry associations participate into the government policy-making process as a medium level of important organizational structure and plays an irreplaceable role. By studying the present situation, characteristics, dilemma of the participate process, we can explore the collaborative policy making mode, strengthen our knowledge of the way industry associations participate in government policies, wich is also good for transforming the government management mode---from paddle to steer.This paper divides into six parts. The first part is the chapter one, which introduces the background, the purpose and the meanings of the selected topic, the history, present situation and frontier problems of the study on the industry associations'participation in government policy-making in China; The second part is theoretical analysis and examples comparison, includes the chapter two, chapter three, chapter four and chapter five, introduces the theoretical basis and practical needs of the participation; The third part is the analysis of the external conditions and internal factors; The fourth part elaborated on the theoretical model, practical ways and the trouble. Find out that the restriction of social organizations' participation in public policy are:barriers from vested interests, lake of institutional guarantee, occlusive government process, communication trouble, organizes collective action failure, resources requirement deficiencies and so on; The fifth part, considering three different types of associations in China, we peeping in the actual operations of how to participate in government decision making by case contrast, points out that the cooperative industry associations'participation is relative standard and mature; The sixth part of the paper, put forward the optimization strategy of the industry associations'participation in government policy-making. Conclusion of this paper generalizes the main ideas, conclusions and points out what needs to study deeper.
