In today's developed countries, the Trade Association as a means of addressing market failure and governmental failure is basically a way to mature, and in safeguarding the interests of the industry ,promoting the development of the industry , avoiding disorderly competition within the industry, the implementation of industry self-coordination , self-restraint, self-management is playing an important role. Training and development of industry associations in Chinese economic reform and the process of transformation of government functions of the new issue, which is the objective the transformation of government functions, but also the objective needs of development of the industry.At present, imperfect market economy, Chinese trade association was created two ways: Out-government trade association and In-government trade Association. The former was constituted of private enterprises by the spontaneous voluntary for the purpose of overcoming the disorderly competition in the industry to promote the industry the common development of enterprises. The latter generate trade association is the establishment of the government through administrative means, and its purpose is to manage the transformation of government functions, to promote the development of civil society. However, due to Chinese specific national conditions, the system has become the trade association of the mainstream model of trade associations, such associations are not bred in a market economy generated in the bottom-up, but under the guidance of the Government's top-down operation of the generation and . Therefore not ideal to play its functions, and was a far cry from the desired results.
