With the rapid development of high-tech enterprises as the science and technology has greatly changed in the world, the number of research and development staff comes into surge. They have gradually become a very important part of the core competitiveness in the high-tech companies, who, to some extent, determine the potential of the economic growth and competition. Meanwhile, a series of problems of the incentive mechanism being weaken and R&D staff turnover arise at the same time. It proves that the traditional "salary and bonus" incentive model has been unable to meet the needs in knowledge economy era. It brings much concern how to improve the incentive mechanism that is vital to ensure and promote the high-tech enterprises' sustained and healthy development.In such a background, this paper is based on the theory of human capital and human capital property rights, takes the Economic Value Added (EVA) as the main research tool, and builds the core R&D personnel human capital value measurement model in order to separate the human capital value from the total value created by human capital and physical capital together. Additionally, EVA is also an effective indicator to evaluate the human capital performance and establish the incentive mechanism. According to this, the paper construtes a set of performance evaluation index system with the combination of financial and non-financial indicators. On the basis, the paper makes up the EVA annual salary system and the virtual stock option incentive plan for the R & D personnel with expectation of a useful reference for enterprises.
