21st century is an era of knowledge economy,an enterprise's survival and development no longer depends on its own financial capital,but depends on the personnel quality,the effectiveness of management and cooperation and team spirit it owns.Human capital owner's knowledge,technology and its representing advanced productive forces and management capacity,is becoming the determine if an enterprise has advantages or disadvantages and even key factor for socio-economic development,it becomes a need for effective management and a time must to treat a person as a capital.Therefore,human capital's value must be paid full attention and effectively used,it will share with the material capital right of enterprise production and management and income distribution.Doing deep discussion and research on the property right of human capital not only have important theoretical guiding significance on the economics,as well as a modern financial economics major theoretical and practical issues.However,the property right of human capital has not been fully practice and realized,through the analysis I think there has two main reasons,one is the importance of people's human capital and its property right has not got enough awareness;two is the property right of human capital is a system process,the practice takes time,and it needs the national society's joint efforts and coordination.So,based on the system study of human capital and its property,reveals the essence of manpower capital,status and its value realization ways,can fully reveal the importance of human capital,promoting its society economy status,By this way,I wish to provide some ideas for further exploreing issues and challenges of modern social capital and capital market,and provide a theoretical and practical guide for the reform of modern enterprise system and social capital markets.The paper adopts method of normative research mainly,and supplemented by model design to study on human capital property right and its implementation mechanism.Firstly,in the aspect of theory research,this paper draws lessons from the domestic and foreign human capital and its property rights literature achievement,making vertical and horizontal comparison analysis systemly.I believe these research results for the property right of human capital can provide a solid theoretical foundation and practical support.for further research and practice.Secondly,based on traditional capital,I make a brief describe on human capital and property right of it,systematically discussed the feature of manpower capital and property based under economy society,and analysed challenges traditional capital are facing,points out property right of human capital is necessary and possible.Then,combining with present situation and the existence question of human resources and human capital management in our country,this article undertake a pricing model design under real options theory and make a system arrangement design from microcosmic and macroscopical direction respectively.Finally,I draw the conclusion of this paper that though the exploration and development of human capital and its property rights and construction road is still very hard and long,the future is very bright.Throughout this paper,the main contribution of this paper lies in:(1)conception clearly,point unique.Review the previous literature,most of them were doing researchs on human capital and its pricing issues,but I am studying on human capital property rights issues,focus on the word " change".This paper holds that the property right of human capital is not only a profound reform,but also a continuous process of change,the process is dynamic,comprehensive and systemic,it not only need to consider the question of pricing,but also need to consider the subsequent state of existence,the transaction process and the withdrawal form.Therefore,it is a systemic change which need the comprehensive standard and safeguard.from system and institution.(2)application range of the study is relative full.Previous studies focused on the entrepreneur human capital pricing since they have an important role in the enterprises,the general staff of the human capital's value are always ignored.In my article,I agree that there are certain difference between the ordinary employees value and entrepreneurs value,but the difference is not the size of value,but the value transfer way which lead to different degree enterprises can make use of the manpower.So,this paper introduces the financing lease and operating lease method to make considerations respectively on the entrepreneur class staff and the general staff of the manpower capital and its property rights implementation.This should be considered as one of the paper's originality.(3)the method of research is appropriate.This paper contrasts the various pricing models and applicability,ultimately choose to apply the option pricing model to assess the value of human resources,and initially set up a general model of human capital property rights,from microcosmic and macroscopical view direction.The whole article layout is integrated in a variety of literature and works,explain profound theories in simple language,systemly described necessity,possibility and realization mechanism of the property right of human capital,the whole article has aintegrate structure and strong logic.Of course,due to the limited level of the author,this article also has many deficiencies:first of all,the theories and practices field of property right of human capital is very broad,this article only choose a section to relate which has more relations of property right.Secondly,there are many influence factors of the human capital pricing,if I have conducted a detailed score weighting on the item I(such as education,work ability,work performance,professional skills,work experience)in the option pricing model,it would surely have a better complementary role to the pricing model.Finally,since the system design and modeling on human capital property rights needs for a deep knowledge and understanding of related fields,while my knowledge is relatively limited,I just form a view on the basis of the existing knowledge and acceptable theory,its feasibility and practicability are yet to be verified,so it is for reference only.
