China's urbanization is in rapid development, industrial, commercial, residential construction requires a lot of land resources, and now the city urban construction land in short supply as the biggest bottleneck in development, especially under the "red line of 18 million mu of basic farmland can not touch", the high-pressure policy, the more saturated the town itself has brought greater pressure on land for construction. However, scattered rural residential land, idle and serious waste of land use efficiency is low, "Three Concentration" to focus on the development of industrial areas that focus on the farmers to concentrate on towns and new communities, land to the appropriate scale the slow process of concentration of agricultural low level of large-scale operation. This conduct of urban construction land and rural residential land exchange provides a direction indicator.Based on these, according to large amounts of data from researching and studying, based on the theory of quota trading as horizontal axis, the exchange of construction land in Jiaxing city as longitudinal axis, research on the exchange between urban construction land and rural construction land.
