Along with the population, resources, environment and development between theincreasingly acute contradictions, formulating scientific and effective land use overallplanning urban and rural construction, is very important to promote the coordinateddevelopment and also the important measures to ensure sustainable economic andsocial development. Scientific allocation of construction land index is the core ofthe land use planning,which was the regional economic,society and ecologicaldevelopment in the future. Based on the overall land use planning as the object,thestudy took Suning County as an example, through the construction of the linearregression model to the new construction land index forecast scientifically,then it usedentropy method and AHP method to allocate the new construction land indexreasonably. Ir draw the following conclusions:(1)On the basis of the definition on land use overall planning index distributionconnotation and the theory of additional construction land quota allocation, itconstructed the construction land scale prediction model using multiple linearregression method; from three aspects such as the population and resources, theeconomic development level, urban development,choosing12indicators to buildthe new construction land decomposition evaluation index system, AHP, entropymethod to determine the weights of combination, constructed the index spatialdistribution model.(2) By constructing a linear regression model,it prediction of Suning County in2015and2020, the scale of construction land demand respectively is10260hectares,10930hectare. According to Cangzhou city land to use overall planning, willSuning county new construction land index of786.31hectares, of which228.70hectares during year of2015-2020and,557.61hectares during year of2010-2015.(3) Using index space allocation model, combination with the construction ofland use,it arrangementted the construction scale in Suning County,on temporal andspatial. Results display: identified2010~2015, Suning Town, Beizhen Town, is abeam nest village, million, Shao Zhuangxiang, Fu Jiazuo Township, town, township,Hebei division in left Temple rural allocation index are:69.85,28.32,23.61,36.17,22.89,11.81,10.24,13.94,11.88hectare. From2016to2020 in Suning Town, Beizhen Town, nest, beam is bourg, million town, Shao Zhuangxiang,Fu Jiazuo Township, township, Hebei division in left Temple rural allocation indexare:170.30,69.04,57.57,88.18,55.82,28.79,24.96,33.99,28.96hectare.(4) According to the Suning county each villages and towns development and land use,the index space allocation result analysis and evaluation; according to the Suningcounty development character and direction, for new construction land index tosupply a temporal gradient analysis of rationality evaluation, the evaluation resultsshow, Suning County, new construction land index of spatial and temporaldistribution of results and the actual distribution of results are consistent.
