Throughout the long history of human civilization,agriculture,industrialization and urbanization are the main ways in which leave the tracks of human activities on land resources.The "new normal"of china's economy is now in the deepening period of the supply-side structural reform,Under the dual restrictions of the " Lewis turning point " and the " middle income trap",China's rapid urbanization process is fundamentally reshaping the country's economic structure and industrial structure.However,urbanization is not simply to enhance the proportion of the urban population and the expansion of state-owned land issues.Rationalization of urban system and upgrading of industrial structure must achieve the status of production factors,free movement,enterprises' independent choice and workforce's free migration based on the interaction of the "cluster effect" and the "crowding effect".As falied to recognize the coupling mechanism between the construciton of urbanization system and upgrading and transformation of industrial structure,Under the constraint of the rigid farmland protection policy that no less than 1.8 billion mu,urban development is subjected to the paradox which the lacking of urban construction land in economically developed coastal areas of southeast China,and the extensive of urban land while wasting in the relatively economically backward of the middle and west regions.How to improve the efficiency and quality of land supply,and reduce the cost of land supply and demand has become the core issue.Without careful consideration about the non-uniformly mixed pollution characteristics and spatial differences of land resource endowments,on one hand,which results in abuse of construction land quota and Vicious competition like the outcome of the" tragedy of Commons ".and on the other hand,amphibious population is full of cities as the dualism of land and census register system,Land endowment effect,which brought by the double-edged sword of land rights registration,limits the scale of rural land circulation.thus,leading a large amount of land leave unused and wasted in the rural land side,like the results of the " tragedy of the anticommons ",The main purpose of this paper is to address the dilemma in China's use of construction land where the Tragedy of the Commons and the Counter Public Terra Tragedy exist simultaneously,Through the governance structure reform of land resources to increase the efficiency of land supply and demand,management and control,reduced the post management and protection of the land use external costs.According to the logic" put forward a question-analyze the problem-solve the problem",this paper theoretically studies the differentiated management of construction land from three aspects:logical framework,options of governance mechanisms and possible control paths.In the empirical study,macroscopically,using national special panel data from 1999 to 2014,mixed panel regression,FGLS of cross-sectional data regression for 16years,and panel data regression were made based on three function models of land-use under core-periphery theory.At the micro level,taking Zhejiang's quota trading during 1999-2007 as a case,spatial competition and cooperation model of urban clusters were constructed and individual role,position and competitive partnership were recognized from the view of social networking.Finally,through institutional analysis of diverse index systems in four different countries,management and control model and path selection of China's construction land was put forward under the social-ecological analytical framework.The main contents and conclusions of this paper are as follows:(1)comb the new classical economics,New Institutional Economics logical thinking and theory hypothesis of marginal analysis and governance structure choice,combined with the new economic sociology development history,It is found that the two schools experienced decoupling-Evolution-nested fusion,From the perspective of economic and social integration,the differences and similarities of market,hierarchy and network governance are analyzed.On the basis of comprehensive analysis land resources physical property and the particularity of social use,establish network system as the logical foundation of this paper,by embedding the social relation in the allocation of land resources,The logical main line of the transition from the pursuit of the allocation efficiency to the process of controlling the governance on land resources is established.(2)By dealing with the issue of minimum credit as the starting point,which reveals the reason why the network system can save the transaction cost.and gavging a mathematical proof of logic,The occurrence mechanism of network system is analyzed by the method of non repeated static game,the principle of bounding cooperation and trust reward mechanism,the effect of the organization network mechanism is revealed in the case of "fence trap",The diagnostic social ecological analysis(SESs)framework is embedded in the social relationship,which reveals the mechanism of governance structure selection,According to the land use planning"hard calculating" and "difficult distributing" and "hard controlling",on this basis,the author puts forward the incremental construction land management and control model based on the "basic configuration + bonus allocation + competition configuration"from the perspective of nonlinear complex thinking,advocated the transition from to process control,structure control and efficiency.this means achieving these three goals also reached the goal of total control.Mathematical analysis shows the differences of the construction land use efficiency between the command control system and the new allocation framework is proposed in this paper,It is proved that the quota trade between the regions do improve the efficiency of the construction land use.(3)Taking the begainning of constructing the efficiency function" crossing region reallocation of construction land use right",The measurement of spatial panel data(FGLS)and marginal simulation(GLS)confirmed that the relationship between geography and land use efficiency is in line with the core-edge model,The study found "?"shaped pattern between geographic distance and built-up area of the land use efficiency,existing a construction land use efficiency boundary curve which is similar with the population density curve of the "Hu Huanyong line",which north from Songyuan(15.38,1065)and Jilin city(15.161050),Jilin Province,passing the middle area of Henan Province,the Sanmenxia(14.9,1032)city.Jingmen(15.41,1067)and Suizhou(15.22,1054)city and Zhangjiajie(17.01,1177),both of them belong to Hubei Province,west to Baise(15.63,1082),Guangxi Province.The most efficient construction land use area is,from the three big port of Hongkong,ShangHai and TianJing,in the range of 350 km to 400 km.And on this basis,divided into three optimal land use efficiency circle,the probably border city is form the Tianjin port to Zhangjiakou(4.79,331.85)of the Hebei Province and Zibo(5.24,363.02)city of the Shandong Province,from Shanghai port to Lishui(5.28,365.8)and Taizhou(4.92,340.86)of the Zhejiang province,Wuhu(5.45,376.9)of the Anhui province,from Hongkong to Yangjiang(5.44,376.8)and Jieyang(5.6,386)of the Guangdong province in range.More than 1100 km,the negative effect of land use will be more and more large,The Maximum carrying capacity of the urban population is 23.9 thousand per square kilometre,by simulating 16 curves during 1999-2014,it is found that the effective distance of the large urban built-up area doubled,which can bring about the average value of 120 million GDP income.In the marginal sense,in large cities,which is covered in the range of 350 km to 400 km from the three major ports,can bring 56 million 500 thousand yuan per square kilometer of land use benefits to increase output value,can bring 56500 thousand yuan per square kilometer.(4)In order to prove that the network of social relations can be used as a kind of independent mechanism to allocate the scarce social resources,we constructs the model of social network space competition and cooperation in this paper it is found that the curve of the medium degree(structural hole)change curve of the urban cluster space is highly related to the curve fitting of the flow of the index resource,base on 1999-2007 panel data of Zhejiang province,Pearson correlation coefficient reached 76.44%,the analysis of agglomeration subgroup found that there exist four groups of urban network cooperation groups,which are combination of Hangzhou,Huzhou,Jiaxing and Ningbo,Shaoxing and Zhoushan,Taizhou,Wenzhou and Lishui,Jinhua and Quzhou.And through the land quotas trading case of Shaoxing and Ningbo to illustrate that network density analysis and status analysis of economic links can be used for the identification of potential transactions association and Partition transaction in the area of construction land targets.(5)In Ostrom's SES framwork,by comparing The land development rights mode of the united states' Transfer development right(TDR),Dutch's zoning patterns(zonal),Germany's Undifferentiated permit system(UTP),Trading-ratio system,Zonal permit system(zoning)and China's CAC model,It is found that the suitable quota control mode is "Zonal+pollution offset+Big CAT" for China,Roughly similar to"command and cape + Increase or decrease in urban and rural construction sites+large region model of Zhejiang quota trading",The difference is that the former CAT trading range is greater,pollution compensation model need not set the initial quota,The traditional CAC system is conducive to the low total control and transaction costs,Disadvantage is that it can not handle the information asymmetry and temporal-spatial difference,and large expost transaction cost,he zonaling approach takes care of the temporal and spatial specificity of different regions,and it is also advantageous to control the total amount control of each partition.Pollution compensation is similar to the current mode of "increase or decrease in,urban and rural construction sites ",Advantages are not related to the distribution of initial quota,and the transaction is only carried out in the region,in the current "city tube county" system is conducive to the suburban counties in the land supply,larger CAT is most conducive to the economic developed region and the central big cities,The difficulty of this mechanism is that the setting of the conversion ratio requires a large transaction cost and how to divide the boundary of the market scientifically,in order to prevent possible hot spot or thin market.
