Land use planning is essential in land management and thus key to the national sustainable development strategy. Nowadays, info-technology has become more and more important in land use planning activities. It is of great significance to study the frame and methods of the application of modern info-technologies in the land use planning.First, the status quo of the application of info-technology in land use planning is analyzed and summarized. There is clearly a great gap between the increasing requirement of a highly effective and reliable platform and the status quo of the application of info-technology in land use planning. It is urgent to establish a uniformly and clearly divided application frame to guide the application of info-technology in a comprehensive way. Only in this way can we meet the emerging and important challenges, which are caused by the rapidly developing demands, distributed users and databases, volatile data structures, and high-level information security demands.Based on the previous study, the application of information theories and technologies in the management of land use planning is carefully studied, and a uniform and comprehensive application frame is proposed. This frame consists of four different layers, namely, technology layer, data layer, application service layer, and user function layer. The technology layer provides reliable technical support; the data layer provides database for the entire systems; the application service layer meets various business demands; the user function layer provides services to users through a properly designed system interface. Some further advises on the usage of the most appropriate technologies are also provided, e.g. using workflow technology to cope with complex planning processes, using dynamic table technology to adapt changing data structure, using COM and SOA technologies to integrate changing functions and distributed users, and using the combination of physical isolation and user access control to ensure system and information security.The feasibility, correctness and effectiveness of the research results are verified by a case study, the design and implementation of'Beijing land use planning and management system'. This system has successfully applied for 6 months and significantly improved effectiveness of land use planning in Beijing. It can be concluded that the frame and methods proposed in this study are effective and feasible.
