With the development of economy based on knowledge, information industry has become the mainstay industry of national economy. As the delegate of the information industry, software development enterprise is the foundation, core and soul of the information industry, the strategy-orientated industry which determines science and technology core competitive strength of the nation. Software development enterprise is the typical knowledge concentrated high-technology enterprise, manpower is the most core resource of software enterprise,and high-efficiency, high-accomplishment software development talent is the key for which to stand and develop. As well, research and development staff is different from other enterprise staff; they require relatively loose working atmosphere, relatively stretch working system, and different performance appraisal system. It is positive meaning that giving full play to the stimulation of scientific performance appraisal system which is used for preventing running off of research and development staff, strengthening the core competitive strength, product quality and market share of enterprise. This passage utilizes analytic hierarchy process (AHP) as theoretical direction, establishes a scientific performance appraisal system for the research and development staff of the software development enterprise, such as project manager, development staff and test staff, and checks the result with using the system targeted at one software development enterprise.This thesis contains the following parts:part one, analyses and summarizes the general performance appraisal theory, performance appraisal theory and method about the research and development staff of inland and outland enterprise; part two, base on the development situation, development constraint and character of our country's software development enterprise, demarcation, character analysis and work analysis of research and development staff, with the previous theoretical research, we proceed embedded practical research and analysis, design applicative target system, finally build performance appraisal system; part three, uses specific enterprise as example, analysis its current performance appraisal system, try to optimize the system, then analysis the optimized performance appraisal result, summarize the problem which need to be further studied.This thesis tries to build a performance appraisal system which is suitable to the research and development staff of software development enterprise, with combination of qualitative and fix quantifiable method. I wish that this thesis can provide some valuable train of thought and practical experience for the performance appraisal of the research and development staff of our country's software development.
