Shandong Province is an economic as well as an industrial province。Shandong Province industry is a resource processing industries, and proportion of heavy industry is biger than others , and dependence strongly on energy and resources . How to transform the pattern of area industrial development of Shandong Province, has become the focus of area industrial development of Shandong Province. In recent years, Shandong Province reginoal industries relying on technology tevelopment increase research investment, innovation efforts, and explore the pattern actively of industrial change. This paper aims to measure the value of knowledge production efficiency of regional industrial of Shandong Province, and compare the technical efficiency of industrial knowledge production from the vertical and horizontal. In this paper, we measured the knowledge technical efficiency of industrial production of Shandong Province with SFA and DEA two methods and strive to make the results more reliable.Firstly,we have calculated the R&D expenditure price index of area industries of Shandong Province based on panel data of 17 cities 2001-2007 production of industrial inputs and outputs of knowledge and have calculate the R & D expenditure of capital stock of 17 cities in Shandong Province's industrial enterprises ,using sustainable archiving method . Then, we have measured the knowledge production efficiency of industrial enterprises of Shandong Province, using SFA and DEA methods. In this paper, we have compared the results of knowledge technical efficiency measured with two ways and ranked the knowledge production efficiency of industrial enterprises of the 17 cities in Shandong Provinceon .The results show that:1) The value of knowledge of the knowledge technology efficiency of regional industrial production is low,with SFA method and the technical efficiency of knowledge production has not only shown signs of improvement but the trend of decreasing year by year. 17 cities in Shandong Province , the top three citis in the knowledge production technology efficiency of industrial enterprises were Qingdao, Weifang, Dezhou City, and respectively, after three of Dongying City, Binzhou and Liaocheng City.This is consistent with level of Economic Development and industrial development of Shandong Province.2) the efficiency values estimated by DEA are generally higher than the measured results of SFA and as a whole, the technical efficiency of knowledge production of industrial enterprises in Shandong Province, also showed a declining trend. This is consisitent with the results of SFA method. 17 cities in Shandong Province , the top three citis in the knowledge production technology efficiency of industrial enterprises were Qingdao, Weifang, Jinan City, and, respectively, after three of Dongying City, Rizhao and Binzhou City. This is consisitent with the results of SFA method.3) From comparing the results of technical efficiency measured with two methods of the SFA and DEA ,we can get this conclusions: the values of the efficiency estimated by DEA are larger than the values measured by SFA .This seems to show the inconsistencies between the two results, and this is due to the different of logic and mechanism of two methods. There is no significant difference between the results measured by two methods in Test of significance, either from the perspective of time, or from the regional perspective.Thus, methods that measure with the SFA industrial enterprises in Shandong Province in the results of technical efficiency of production of knowledge is credible.In a word, the results of knowledge technical efficiency measured by SFA and DEA were although distinction. However, based on the results of two methods, 17 cities in Shandong Province, the knowledge technical efficiency of industrial enterprises in the production rankings are consistent basically . In addition, the values measured by two methods of the efficiency, whether it is from the time the vertical or horizontal geographical point of view, the trend is consistent. These two methods are compared, confirm each other, making the results more scientific, more real.
