The Study Of New-old Insurance Pilot Of Shouguang City Shandong Province

The new-old insurance is another preferential agricultural policy implemented by the Government.A nationwide pilot promotion began in 2009,and it has been remarkable by far.Shouguang City, Shandong Province,has been carrying out the new-old insurance,and the insurance rate is as high as 98.17% at the end of February 2011.Based on the study of new-old insurance pilot of Shouguang city Shandong Province,we found that the problems and the recommendations of the process.We hope to make useful suggestions for the implementation of the system across the country.There are five parts in the paper.The introduction;the theories associated the new-old insurance;the progress of the pilot in Shouguang City,including the pilot background,the content of the pilot process and the system;the experience and problems of the pilot;the solution to the problem in the progress of the pilot and the promotion of the value.There are several important points.First,by arranging the publicity time reasonably, improving the credibility of the government,setting up publicity on the special groups and broadening the ways and means for promotion,we enhance the promotion of the new-old insurance.Second,to improve the management of the new level of the new-old insurance through implementing"the direct control of the county"system.Third,solve the issue of sharing financial responsibility at all levels.The fourth,to solve the problem of convergence between the new-old insurance and pension policy for rural workers.the fifth,to solve the problem of convergence between the new-old insurance and the insurance of farmers lost their land.And the last,how to enhance the fund operator of the new-old insurance.Hope that the smooth implementation of the new-old insurance system can provide a reference for all the social security system,and make the new-old insurance can really benefit all the people In rural areas.
