Research On The Knowledge Spillover And Its Effects On Economic Growth In Shandong Province

In the background of the knowledge economy era, distinguishing with economic growth relying on production factors like physical capital and labor inputs, modern economic growth was increasingly dependent on the knowledge growth, knowledge elements'importance in the regional economic development had become increasingly prominent. Knowledge spillover was a way to spread knowledge, on behalf of the recycling of Knowledge, its role of promoting the spread of knowledge between regions, promoting regional knowledge production, and promoting economic growth was self-evident. As an economic province , the economic growth of Shandong Province was bound inextricably linked with the knowledge spillovers. This article researched the spatial and temporal characteristics of knowledge spillover and its effect on economic growth in Shandong Province by GIS mapping, spatial autocorrelation analysis and econometric simulation and so on.First, it proposed the research background and significance, combed the research situation at home and abroad and make a comment. Then, it introduced theories about the relationship between knowledge spillovers and regional economic growth, including theories like neo-classical theory of economic growth, mechanism of knowledge spillover and the mechanism of knowledge spillover on economic growth. Regional economic growth theory focused on the neo-classical growth theory, endogenous growth theory and Schumpeter's innovation theory. Knowledge spillover mechanism included spillover mechanism based on the flow of talent, spillover mechanism based on R&D cooperation, spillover mechanism based on entrepreneurship, spillover mechanism based on trade and investment, spillover mechanism based on local cultural exchange and spillover mechanism industry based on industry cluster. The mechanism of knowledge spillover on economic growth included technological advances and spatial agglomeration.Second, it researched spatial and temporal characteristics of knowledge spillover Of Shandong Province. Taking the number of patent applications as the proxy measure of the size of knowledge spillovers, it researched the movements of knowledge spillover of Shandong Province and the 17 cities in Shandong, identified the main factors of knowledge spillover by using knowledge production function to econometric simulations, and made mechanism analysis to the case of changes in trends of knowledge spillover from the start of the changes of the main factors in Shandong Province. Through the research, it found the level of knowledge spillovers of Shandong Province had been improving year by year, and developed from steady increase to accelerated increase, there was a rapid increase in knowledge spillovers; the level of knowledge spillovers in cities of Shandong Province was improving, cities in the south and middle of Shandong increased the most rapidly, Jinan, Qingdao and other developed cities appeared weak state where the level of knowledge spillovers raised slowly, cities in the west of Shandong increased the slowest. Then, taking million the number of patent applications per capita as a proxy for measuring knowledge spillovers, it researched spatial knowledge spillovers of Shandong Province by making one-third of the bitmap using GIS software, and further researched spatial concentration and spatial trends of knowledge spillover of Shandong Province by using the method of spatial autocorrelation, and it made mechanism analysis to spatial concentration and spatial trends of knowledge spillover from the start of the changes of the main factors in Shandong Province. Through the research, it found knowledge spillover Of Shandong Province was uneven spatial distribution, and there was obvious spatial concentration of knowledge spillover in Shandong.Third, based on Romer's endogenous growth model, it built an endogenous growth model about a knowledge spillover effecting on economic growth in Shandong Province, taking data of all cities of Shandong Province as the space samples, taking large industrial enterprises as example, and using the method of panel data, to econometric analysis the impact of the knowledge stock, international and inter-regional spillover and absorbing ability for economic growth in Shandong Province. Empirical results showed that, knowledge stock, international and inter-regional spillover all had significant positive correlation to economic growth in Shandong Province, and the absorptive capacity to FDI and inter-regional spillovers are both strong, as the absorption capacity to the IMP was not strong, IMP had no significant effect on economic growth in Shandong Province.Finally, on the basis of a summary of the research and analysis, it presented suggestions to improve the level of knowledge spillovers and to promote economic growth in Shandong Province in the context of knowledge economy. The suggestions included doing a good job on training and introducing high-tech talent, increasing R&D investment, giving preferential policies to backward areas, emphasis on attracting FDI, improving regional education and policy environment to enhance the absorptive capacity of the regional.
