With the deepening of Economic globalization, Industrial agglomeration becomes the new landscape of the wave by the affect to the world economic pattern. China’s industrial agglomeration has formed after30years of developments and changes, the productivity created by knowledge spillovers become the driving force of regional innovation and technological progress in the process of industrial agglomeration. Industrial agglomeration’s specialization, Diverse, competition and monopoly affect the level of knowledge spillover, through different modes of action. The industry is the lifeblood of the country’s economic development, industrial agglomeration and knowledge spillovers affect relations will have a significant impact on China’s economic development. Therefore, it is necessary to study the impact of China’s industrial agglomeration to knowledge spillovers.This article select China’s30provinces (municipalities) of2004-2010as a sample, specialized index, diversification index and the degree of competition as core variables, opening rate, human capital as the control variable, establish a spatial panel data model to study the impact of China’s industrial agglomeration to knowledge spillovers. Obtain the following conclusions:1. Knowledge Spillovers of China’s industrial exists space autocorrelation, and the Knowledge Spillovers agglomeration gradually increased year by year, but the knowledge spillover unevenly distributed.2. There is a significant MAR spillovers in China’s industrial agglomeration, the specialization of industrial agglomeration in the space fixed effect is greater than the spatiotemporal fixed effects to knowledge spillovers. The same or similar industries Enterprises realized knowledge spillovers, by sharing labor market and public facilities. However, the long-term lack of communication with associated enterprises, lower the ability of obtaining new information, and weaken the role of industrial agglomeration specialization to knowledge spillovers.3. China’s industrial agglomeration exists Jacobs spillovers, but the role in promoting is not significant. Gathering according to resource and strong specialization of China’s industrial agglomeration, hinder the development of industrial agglomeration diversification. The highly specialized of industrial technical lead to gathered together affiliated companies or complementary businesses can not sharing of labor and public facilities, inhibit knowledge spillovers level.4. Industrial agglomeration in the time dimension exists significantly Porter spillovers, but competition hindered knowledge spillovers in the spatial dimension. Long-term, the presence of competition not only promotes business and labors initiative to improve their level of knowledge, seeking knowledge spillovers, and bring opportunity to imitate. Therefore, competition will promote knowledge spillovers in the time dimension. But, Large technical differences between China’s industrial enterprises, a lower level of knowledge, strong industrial monopoly, led to competition can not significantly affect knowledge spillover in the space dimension.5. Opening beneficial knowledge spillovers in the long-term, human capital promote knowledge spillovers. The inflow of foreign capital funds, new technologies and human capital promote knowledge spillovers, technology blockade of foreign-invested enterprises hiders knowledge spillovers. Flow of high-quality human capital, increase the risk of knowledge spillovers, and enhance the ability of innovation output.
