For a long time, the high energy reduction, the high pollution and the high emission have caused energy shortage and the serious deterioration ecological environment in China. Accelerated advancement of industrialization and cities and towns makes demand present firmed growing, and energy supplement becomes insufficient in our country. Meanwhile, the trend of ecological environment deterioration overall haven't changed thoroughly, and the ability of ecological environment bearing weight has reached maximum. Faceing more and more strengthened restrain of resourses and environment, our country thinks highly of environmental protection and holds energy saving a important task throughoutly. Some related laws and regulations has been carried out in our country. And much more demand about energy saving has been made to enterprises which are the main microcosmic body. However, because the technical and economic evaluation system of energy saving projects isn't scientific and reasonable in our country, some deviation is frequently made in the process of evaluating the comprehensive benefits of energy saving projects. So a lot of enterprises are passive to invest energy saving projects in order to pursue the benefit. In this way, the realization of energy saving tasks will be highly hindered in our country.Think to the characteristics of energy saving projects, this research not only optimizes the technical and economic evaluation system of energy saving projects, but also constructs the model of comprehensive evaluation of energy saving projects based of catastrophe progression method. This text is made up of five parts. First, the concept of energy saving, energy saving projects, and technical and economic evaluation is made clear and definite; Technical and Economic evaluation theory, Life-cycle Appraisal evaluation theory, Value Engineering theory, Circular Economy theory, theory of Sustainable Development are explained which provide theoretical basis for the introduction of this research. Secondly, on the basis of summarizing the internal and external researches about energy saving policies and evaluation and technical and economic evaluation, this text makes commentary analyze to energy saving assessing means and technical and economic evaluation stipulation in the present. The incoordinate drawback is found between them. Therefore it is necessary objectively to optimize the technical and economic evaluation system of energy saving projects. Thirdly, drawing on the experience of the external excellent research fruits of the technical and economic evaluation of energy saving projects and uniting the current situation of the technical and economic evaluation of projects, this text puts forward the aim, principle and basic train of thought of optimizing the technical and economic evaluation system of energy saving projects. Besides, after comparing the advantages and disadvantages of all kinds of comprehensive evaluation methods, this text chooses catastrophe progression method and constructs the model of comprehensive evaluation of energy saving projects. Again, for the example of The second Coking projectand Benzene and Hydrogenation refined project, make the applied case analysis on the optimized the technical and economic evaluation modle of energy saving projects, and evaluate and analyse the result of the applied case analysis. Finally, on the basis of previous study, this article gives some correlative countermeasures and suggestions about the technical and economic evaluation system of energy saving projects.The creative research results of this text are:based on integrating energy saving assessment and the technical and economic evaluation of projects, the current technical and economic evaluation system of projects is optimized; meanwhile according to the principle of combining qualitative analysis and quantification analysis, absolute index and relative index and monetary index and non-monetary index, this text design the index system of technical and economic evaluation of energy saving projects, and constructs the model of catastrophe progression comprehensive evaluation.
