Nowadays, the economic development of China has been witnessed. However, the achievement was and still is in the cost of environment and resources. So "Energy saving and Emission reduction" strategy came into being. It needs work together. In order to prevent the projects against the strategy from happening, companies have to deal with the serious situation. But present project evaluations place too much emphasis on economic benefits generally, and there is no evaluation of energy consumption and waste discharge. As a result, it is imminent to set up an investment and project economic appraisal based on energy saving and emission reduction.Based on the core ideas of investment&project evaluations and energy-saving&emission reduction, this article analyses the effect of energy-saving&emission reduction on the objectives, indexes and methods of project appraisals. In this situation, resources, environment and some other non-economic factors should be mingled in the new appraisal system. So we establish an index system in the way of financial, economic, social, energy-consumed&waste-discharged modules together. In the meantime, we take questionnaire and mathematical analysis to demonstrate the outstanding and practical index system. The principles and methods of basic data using in the new project evaluations are also given. We especially highlight the total energy concept and point out the method of secondhand energy calculation. As a measure to improve the efficiency of actual evaluations work, the paper sets a starting threshold of comprehensive evaluation. With the combination of several comprehensive appraisal methods, the final model of investment&project appraisal on energy saving and emission reduction is structured.It is a reference to project evaluations under the circumstance of energy saving and emission reduction. We hope that the new appraisal model should contribute to the practical investment decisions and examination of the project operation, then ultimately reduce energy consumption and promote environmental protection.
