| The hi-tech Industry Development Area (short for hi-tech Area) is based on developing hi-tech industry, transforming traditional industry and improving the ability of independent innovation.During the process of the participation in the general planing revision of Tai'An hi-tech area, the author has found some problems existing in the high-tech construction and has been engaged in the research of Tai'An hi-tech Industry Development Area from the perspective of innovation capability and urban planing and construction.To begin with, the research framework of the evaluation and analysis in Tai'An hi-tech Industry Development Area has been established through the retrospection of domestic relevant and exsisting study. On the basis of the functional orientation of hi-tech area, industrial developed zone and Tai'an northern new town, three aspects concerning the development degree of innovation ability, the intensive degree of industrial land development and complete degrees of sevice facilities have been assured and have also been exploited and developed afterwards.Based on the diagnosis of the situation in Tai'an hi-tch area and the comparative evaluation of innovation ability among those including innovation imput, incubation and innovative output, some facts could be contributed to that Tai'an hi-tech area has lower innovation level and intermediate innovation ability. From the aspects of floor area ratio, the output value per unit of the ground, develops profit, jobs density and development timing, Tai'an industrial land has been evaluated as some conrtributions to the area and low intensive level.In terms of the complete degree of service facilities evalutation whether the perfect degree of living and manufacturing could back up hi-tech construction and development, it can be seen that some facilities in the area can not meet their needs and can not even match up with the standards. Some achievements have been obtained but there still exist some deficiencies: deviation towards economic development zone; low level of connections with indigenous universities, shortage of intermediary agencies, insufficiency of hi-tech industry; inadequate utilization of industrial land; undeveloped service facilities. As far as the phenomenon mentioned above is concerned, some reseach shoud be lauched and discussed.Eventually, aiming at the analysis of construction effects in Tai'an hi-tech Area, from the four aspects involving innovation capability, land intensity, the maximum of land utilization, complete service facilities and governmental reasonable intervention, certain strategies could be proposed and then some research deficiencies and orientations would be pointed out. |
