Forest tourism has become the hot spot of tourism consumption. However, the lack of cultural content is making the forest tourism lack of characteristic and market competitiveness, and restricting the sustainable development of forest tourism seriously. Meanwhile, the forest culture have not been received enough attention, its value and function have not been brought into full play. Therefore, excavating the forest cultural connotation deeply, puting it into tourism, and developing forest tourism on cultural level have become a problem to be solved.This article attempts to discuss the related problems of the forest culture and forest tourism, construct tourism value of forest culture, and establish the evaluation index system of tourism value of forest culture from the perspective of forest culture. Combining forest tourism interpretations in cultural side, determining the target, path and strategy of forest tourism development.This paper is divided into three parts, including five chapters.The first two chapters are import parts of this paper. The first chapter is introduction, mainly reviewed the research progress of forest tourism and forest culture, and explains the research background, the research significance, the research ideas, the research methods and main innovations. The second chapter is the related theoretical interpretation, elaborated the relevant theoretical basis of forest tourism development, including forest recreation, ecotourism, forest aesthetic and landscape appreciation, modern forestry theory and the theory of culturology.The third and fourth chapter is the main part of this paper. The third chapter explains the connotation, structure and characteristics of forest culture, on that basis, constructs the tourism value of forest culture, and the evaluation index system of tourism value of forest culture is built by analytic hierarchy process, the evaluation model of tourism value of forest culture is established by multiple factor hierarchical fuzzy evaluation method. The fourth chapter determines the goal and strategy of forest tourism development from the perspective of cultural definition of forest tourism.The fifth chapter is the empirical research part of this paper. Expounding forest tourism development status in Liaoning, analysising the regional characteristics of forest culture and forest tourism resources, and combining the evaluation result of tourism value of forest culture and tourism market research conclusion, putting forward the solutions of forest tourism development from the perspective of forest culture in Liaoning.
