A Study On The Regulation Of Xinjiang Thermal Power Industry Under The Perspective Of Low Carbon Economy

Over the years, the increasing extreme weather phenomenon caused by global warming problem have seriously challenged human's survival and development, thus the environmental problems of energy consumption and using and the incentive facts have been constantly known and paid great attention. Under this background, abandoning traditional extensive economic development mode and using the low carbon economy mode to achieve the sustainable development of the society have been increasingly received and highly praised by government, enterprises and academia field. Xinjiang is located in the western border in China, its economic development level is relatively lags behind, its industry overall technical level is relatively low, the double pressure of speeding up the development of economy and solving the ecological environment problems that Xinjiang faces are great. Xinjiang thermal power industry, as continuous power source of promoting economy development, is also one of the main induced factors of ecological environment deterioration, thus the regulation research of the perspective to low-carbon economy on Xinjiang thermal power industry has the great realistic significance.From the perspective to low-carbon economy, this paper, with combination of macro analysis mainly and microscopic analysis complementarily, uses the empirical analysis method mainly and the normative analysis method complementarily to analyses deeply and systematically the related problems of Xinjiang thermal power industry development and regulation status, the performance regulation status of Xinjiang thermal power industry, the reference of domestic and foreign successful experience, and the regulation reform countermeasures of Xinjiang thermal power industry. Firstly, the analysis results about Xinjiang thermal power industry scale and carbon emissions are obtained by analyzing Xinjiang's coal consumption, carbon emissions and generating power capacity, and comparing the relation with the situation of the whole country. The regulation status of Xinjiang thermal power industry was emphatically analyzed on the basis of two aspects of financing regulation and equity diversified reform with the theoretical analysis; The regulation status analysis of Xinjiang thermal power industry under the perspective to low-carbon economy is mainly prominent to the carbon abatement, scale regulation problems, and law regulation problems of Xinjiang thermal power industry. Secondly, Xinjiang thermal power regulation performance and the existing problems under the perspective to low carbon economy have been empirically researched; By constructing three performance evaluation model, a price model, efficiency model and generating power capacity model, Xinjiang thermal power industry scale and carbon emissions problem were further empirically researched and the empirical results were also mainly concentrated in two aspects of negative externality and relative small industrial scale of Xinjiang thermal power industry. Finally, on the basis of referring the thermal power industry development and regulation reform of the UK, USA, Japan, Australia and Shanxi, Heilongjiang, and combining with the actual development of Xinjiang thermal power industry, the corresponding countermeasures to negative externality and scale problems of Xinjiang thermal power industry were put forward pertinently. In other words, the low carbon technology development of thermal power should be promoted, the laws and regulations of the Xinjiang thermal power industry should be modified perfectly, the relevant legal relations should be adjusted perfectly, the independent regulatory organizations of Xinjiang thermal power industry must be established and the relevant cost monitoring mechanism should be modified perfectly, and so on.The main conclusions of this paper are as follows:at present, the enterprise's scale of Xinjiang thermal power industry is relatively small, and still in the stage of expansion. Small-scale units should be shut-down and closed increasingly, and the scale expansion of big thermal power enterprise should be supported and cultivated. Meanwhile, the disorder malignant competition should be avoided through the enterprise merger and reorganization and the scale expansion; Xinjiang's economic growth with the efficiency of using high energy very low, leads to higher carbon emissions. In successive years, that the carbon abatement assessment of Xinjiang is unqualified shows that the carbon emissions of Xinjiang thermal power industry are growing rapidly. Therefore, the regulation of Xinjiang thermal power industry should fully protect the security of ecological environment, Xinjiang thermal power industry from the perspective to low carbon economy should be regulated by effective laws and the monitoring and regulation of thermal power industry should be strengthened.
