Rural Old-age Support Security Problems In China

China is a large agricultural nation and more than 70 percent of the population are in rural areas. As the population ages, the elder in the countryside occupy 65 percent of the entire society of older communities. AS a result, rural social endowment highlights the other social issues. In one sense, if we manage to deal with this problem, we will succeed in most of aged population in China.Since new china was born in 1949, the central government has established citizen social endowment insurance system, which provide citizens with urban old-age security system as the center. However, rural people, especially the old people in need are out of China's social old-age security system and many programs are not available for them. Hence, in rural areas, aged population implements family old-age security as a priority and collective relief as the auxiliary old-age security way. To the extent, rural old-age support security system is far from being built up.As the central committee of CPC and the state council of PRC put forward the strategic objectives of constructing socialist new countryside, to care about rural old-aged security system construction and build up one rational and perfect rural old-age support security is not only the vital measure to solve the "agriculture-rural areas-farmers" questions, but also exemplifies the policy of benefiting people.As China's socio-economic development process accelerates in rural society, our traditional endowment pattern of the "family endowment and land security " has not been gradually able to adapt to the new situation and given rise to many practical problems. The 17th congress of CPC has propounded the construction of "rural old-age support security system" with Chinese characteristics in rural areas, which shows the party and government highlight the fundamental interests of the largest population in china. In one word, to set up a sound rural old-age security system with Chinese characteristics has a significant meaning for promoting China's rural economy and speeding up the realization of socialist harmonious society.In the perspective of Marx's opinions about social security's thoughts and western social scholars ideas of social security system, the author has seriously reviewed the process of new China's rural social old-age security system. The writer points out the dilemma of rural old-age security system construction, analyzes the causes concerned, more importantly, and expounds the government's responsibility flaw. The last part of the paper, based upon its role in economic development and harmonious society, puts forward the countermeasures on building and enhancing rural society endowment security system with Chinese characteristics as follows: to give full play to the governmental leadership in the construction of the rural old-age security system; to widen various old-age security financing channels; to establish multi-layer rural old-age support security system; To further promote rural endowment insurance cause; to speed up the legislative construction concerned so as to establish reliable rural old-age security system.The article includes four parts in order to deal with the problems of rural old-age security as follows:Chapter One mainly expounds the relevant concepts of social security system and states the essential role in social security system in terms of Marx's opinions about social security's thoughts and western social scholars ideas of social security system.Chapter Two ,first of all, analyzes and sums up the current situation of rural old-age system in China. Then the author introduces the main pattern in the countryside and based on this result, reviews the process of our country's rural social old-age security system and concludes the properties in different stages.Chapter Three regards the process of rural old-age support security as the starting point, finds out the dilemma concerned, analyzes the causing reasons, and more importantly probates governmental responsibility defect in social endowment insurance mechanism.Chapter Four, based on our country present stage's basic conditions, and further specify the government accountability in rural old-age support security system. At the same time, the writer put forwards countermeasures so as to cope with rural social old-age security system and make great efforts to build one harmonious and perfect system.
