Empirical Studies Based On The City Of Renqiu's New Rural Society Endowment Insurance Policy

Since the founding of new China, our country had adhered to the developing strategy of"agricultural support industry, and countryside support cities". This strategy leads to the farmers'incomes have been too low and the farmers'retirement savings have been not enough or not at all. Our country appeared to a problem of"people appear to old before they get much money". Although the countryside has begun to implement the system of social endowment insurance since 1986, it didn't make any function in old-age security. And then the old farmer bao also gradually decline, so the old-age security system in rural has always been in an unsound state. This unsound state is the result of lacking of the government subsidies and savings mode transferred by one. In recent years, because farmers'incomings in land are too low and the increasing of incomings is too difficult, the loss of old Labor land as well as the gradual weakening of endowment functions. All of the reasons caused the farmer's"endowment issues".The coming of new type of rural social endowment insurance system, which is the reflect of government wants to solve the problems and realize the endowment. At present, although our country is in the pilot phase of new type of social endowment insurance system in countryside, the implementation of new system it has the significance in solving the problem , realizing the endowment to farmers in old-age, abolishing the dual structure in urban-rural, getting the equal access to basic and public service , realizing government's social stability and common prosperity, solving the "SAN Nong", building the new countryside of socialist, and harmonious society .This paper based on the theory of national and government function, social security and the justice, and uses the analysis method of orgy and empirical combination, takes the field investigation, questionnaire analysis, individual and collective interview research methods, discusses the new system of China's Rural Endowment Insurance. According to RenQiuShi and its existing problems, I have further explored the corresponding measure in improvement.Trough RenQiuShi new farming maintain a system of the empirical analysis,and draw the following conclusions: new farming maintain a system's implementation,both for the farmers,or government,the country has the significant positive roles; New farming maintain a system can be carried out smoothly,the key lies in the government responsibility,mainly is the govermnet's financial investment; from the present economic development level and prices look,new farming maintain a low standard of treatment,there needs the government improve financial subsidies dynamics; at present stage new farming maintain a systerm is still at groping practice stage, itself is not perfect, cannon ignore the moral obligation,the family pension.
