Study On The SME Credit Guarantee System In Japan

Among the main developed countries, Japan has the largest number of SMEs, and their SMEs have strong strain capacity. After the world warⅡ, Japanese SMEs have been developing rapidly instead of getting jammed. The importance and position of Japanese SME didn't decrease during the conflicts in Japan after 1970s, their status has been strengthened greatly instead. Among the reasons why Japanese SME could develop steadily in turmoil, the supporting policies and laws can be an indispensable aspect beside their own efforts(such as serialization, conglomeration, competition in union, and internationalization).The support from the government on SME credit guarantee system and financing problems contributes specially.China is also a country with large number of SME, therefore, exploration and conclusion of Japanese SME credit guarantee system has special value and significance to our SME credit guarantee system constraction and SME devolopment.This thesis can be divided into five parts. The first part is introduction, which introduces the background, aim, and significance of this subject, states the current development of SME and overseas research on this topic. The second part is outline of content and characteristics of Japanese SME credit guarantee system, introduces the history and current development of SME credit guarantee system, conclude its characteristics which can be summarized as central and regional risk shared, union of guarantee and reguarantee in national SME credit guarantee system. The third part is about the basic structure and operation of Japanese SME credit guarantee system, analyzes the basic structure and operation of the agencies, fund resources, cooperation, service, fund compensation and risk control.The forth part is about the effects and experience of Japanese SME credit guarantee system, mainly analyzes the success of Japanese SME credit guarantee system from the view of credit guarantee achievement and utilization rate as well as how to improve the management of SME with the support of SME credit guarantee system. The fifth part is about the revelation of Japanese SME credit guarantee system, mainly states how to improve the SME credit guarantee system of our country with the suggestion of Japanese system.
