Investment In Public Goods In Rural Areas

In recent years, many scholars at home and abroad have been doing a lot of research on issues of public goods in rural areas, most research is macro research which focused on the level of the theory, have done many research on the supply of public goods in rural areas, but less analysis on the demand, and less microscopic analysis combined with the reality. We take Dongping County in Shandong Province as example, combined with the actual situation of this County, we investigate supply and demand conditions of rural public goods on Dongping County , Tai'an City through a sample survey and field survey methods, and did an investigation and analysis specifically on the rural infrastructure, rural educational status as well as medical treatment and public health conditions. Through the investigation we reached the following questions: there is lack of the total financial funds for supporting agriculture on the supply of public goods in rural areas, and the slow growth of construction investment as well as agricultural technology promotion, oversupply of part of the public goods, imbalances of Inter-regional supply, and so on.The major causes of these problems: (1) new rural household contract responsibility system does not promote the improvement of public goods supply system, and cause the lack of subject outside the system of the supply of public goods in rural areas; (2)The Public Goods "Urban II Element supply system ", which makes our supply of public goods face different supply system in rural and urban region, and this public goods supply system will inevitably lead to a short supply of rural public goods; (3) The" top down "decision-making supplies mechanisms leading to structural imbalances in supply and demand.Measures to solve the insufficient supply of public goods are: improve the public goods supply system of government, improve the efficiency of public goods supply in rural areas, clear the specific supply functions of governments at all levels, increase financial investment in public goods supply in rural areas, vigorously introduce the market competition mechanisms, innovative input methods, improve the efficiency of the supply of public goods in rural areas...
