Research On The Sustainable Exploitation And Utilization Of The Resources Of Coastal Beaches

The resources of coastal beaches in China is very rich, but the effect of their exploitation is still low. It has important practical significance for digging the potential of coastal region and promoting the harmonious development of regional economies,society,and ecology to study this problem in detail.This paper uses the positive analysis, the combination of qualitative analysis and quantitative analysis, and the combination of canonical analysis and systems analysis as well as some other methods, and then taking Binzhou City as an example to start the systemic analysis of the sustainable exploitation and Utilization. After analysis and research, this paper get the following conclusions.(1)The sustainable exploitation and utilization of coastal beaches means that the beaches are used in a long term and high return state. The models of evaluation of exploitation and utilization of coastal beaches can be divided into internal evaluation model and external evaluation model, complemented by the human's external inputs, then form the comprehensive benefit evaluation model. The basic theory for studying coastal beach including the theory of sustainable development, the theory of regional economic development and the theory of resource and environmental.(2)The resource of coastal beach is rich in Binzhou City. In recent years, the speed of exploitation and utilization becomes faster, and it bring good economic, social and ecological benefits. Through years of exploitation and utilization, this city has formed four industries :breeding, salt chemicals, reed plant, and eco-tourism. Among the four industries, the largest one is bieeding, so far, this city has formed five breeding zones and three big fish wholesale markets, and they are the main source of income of farmers. With the found the Binzhou Shell Bar Island and the national nature reserves wetland system , it improved people's living conditions and speed the sustainable development of coastal beach. with the establishment of and improve the living conditions of the people, and promote the sustainable development of coastal beaches.(3) After the analysis on the natural conditions,management systems,factorinputs,science and techology,and ecological environment as well as some other factor which influence the exploitation and utilization of coastal beaches, this paper reveals the restraint which affect the exploitation and reserve of coastal beach.(4)After analyzing the explotation models of home and abroad counties, we drawed numerous lessons. The inspiration we got from our own country is we should pay attention to the utilization of coastal beaches, foud high product and high commodity rate production base, take the sea farming and ranching into practice, establish export-oriented seafood base. The inspiration we get from abroad is that the government should participate actively, different industry sectors should collaborate in management, adopt high technological and advanced information systems into management, focus on the exploitation and study of fish farming models and form their own effecf fish farming system.(5) Principles which should be abide by Binzhou City in the process of sustainable exploitation on coastal areas: first, according to local conditions, adjust the layout in a reasonable way; second, combine land development and land reclamation together; third , insist on the depth of Land Resources Development , supplemented by the principle of breadth; four, insist on the unity of social, economic and ecological benefits; five , combine the short-term and long-term interests together.(6) Based on the current condition of Binzhou City's coastal beaches, we can take the following exploitation and utilization models:①the comprehensive development and utilization of agricultural protection mode;②three-dimensional ecological use model;③agroforestry construction model;④integrated coastal grassland improvement model ; ⑤green culture model;⑥comprehensive development of eco-tourism model.(7)Policies and measures which are taken by Binzhou City in the process of coastal beaches development and utilization:①strengthen agricultural infrastructure construction, forestry and animal husbandry construction, and improve natural conditions;②strengthen law enforcement,unified the planning and riform land transfer models by reforming management systems;③make good use of producrtion factors by improving traffic conditions, living facilities, and take favorable industrial policies;④raise employees'scientific and cultural level by founding technical services;⑤profecet the reserve of ecological encironment by enhancing ecological awareness.The innovation of this paper is that it have a new try to study the main factors which affect the sustainable exploitation and utilization, and it put forward 6 sustainable models. The deficiencies are caused by the limitation of incomplete information systems and shallow research, and it doesn't make a further study on the operability of Binzhou City's coastal beaches sustainable exploitation, so this is what we shoule go on studying.
