The Research On The Marine Economic Diving Effect To Coastal Areas’ Economy Development And Its Regional Heterogeneity

Under the background of the modern world’s rapid developing economy,mostcountries take the marine economic development as one important key of thedevelopment of national economy, and the marine economy has a full weight status inthe whole world economic development, it opens a discourse of the new energy, newmodel and the new economic era. But the marine economic specific role in thenational economy and regional economy hasn’t been quantified systematically. Whichaspect the marine economic impetus effect to the regional economic developmentreflects, these all cause widely attentions from the government and scholars. As acountry which is rich of ocean resources, our motherland has broad sea areas, itsmarine economic development level is gradually improving, as the opening andreform began and the country pays attention to developing the marine in recent years,our country’s marine economic development is booming. The China12th5year plantakes the marine economy as an important development object, and the coastalprovinces and cities also established related marine economic development plans. Inthis new situation, make the marine economic specific role in the national economyand regional economy clear, and estimate the specific contribution of the marineeconomy, has become a difficult research topic in the academia.This article is based on the regional economics and the industrial economicstheory, etc. Its research methods base on the regional economic disequilibriumdevelopment theories, and it summarizes the research status the marine economy athome and abroad. It finds a suitable index system for estimating the impetus effect ofthe marine economy on coastal area economy development, and describes the specificcontribution that the ocean economy makes on China’s national economy and regionaleconomy. Based on this, it makes an empirical research on the differentiation of that the marine economy plays a role on coastal provinces and cities. On the basis ofevaluating the marine economic direct drive effect and indirect drive effect on coastalregional economic development, it makes a further research on the driving effect ofthe regional differentiation and finds the reason of this phenomenon. In the last, thisarticle makes a series of qualitative and quantitative analysis, and then it finds theproblems in the process of marine economy development in our country, and it givessome targeted suggestions. The innovation of this paper lies in calculating the directlydriving effect and indirectly driving effect of marine economy of coastal areaseconomic development respectively with the aid of GDP contribution and severalelastic index, analyzing the difference of marine economy of coastal areas economicdevelopment from the two aspects, which are absolute difference and relativedifference, and classifying the coastal provinces(municipalities) by using theclustering analysis method.The specific content and structure of this article is as follows: part one, topresent the background significance of the paper, the ideas and content of the paper,the innovation and the specific research path of this paper. And to do up the relatedpaper documents of the contribution of the marine economy to the national economicand regional economic development in the domestic and foreign countries, it has anunderstanding of the present study situation of the theory at home and abroad; parttwo, to summarize the related theory on the marine economic driving effect to theregional economic development, including marine economic connotation, unbalancedgrowth theory, the chain effect and externalities theory, etc, and to do up the path thatthe marine economy drives the development of regional economy.On the base of theinductive analysis of regional economic imbalance development theory, relates to thespecific role the marine economy plays in the national economic and regionaleconomic development, it is concluded that the marine economy plays a role inpromoting regional economy through four aspects: the regional GDP, fiscal revenue,employment, personnel and technical innovation and so on; part three, to evaluate thespecific economic development drive effect of the marine economy on coastalprovinces and cities, including two aspects, direct drive effect and indirect drive effect.Using the value of the contribution it measures the former, and using some elastic index it calculates the latter; part four, based on the previous analysis results, it findsthat the marine economy plays different role in different areas, through makingregular analysis with the coefficient of variation and range analysis to this kind ofdifference, through clustering analysis theory method, the coastal region is classifiedbased on the indicators, and it finds the reason of the regional difference; part five,based on the above analysis, it lists the major problems which exist in the marineeconomic development process and puts forward some purposeful suggestions; in thelast part, it concludes this paper’s conclusion and puts forward the future prospect offurther research.
