The Study On Increasing Peasants' Incomes

The study on increasing peasants'incomes has important theoretical and practical significance to raise the income level of peasants, optimize the country and agricultural suructure, improve agricultural comprehensive prodction capacity and develop the agricultural economy.This paper combines field investigation and questionnaire survey, normative analysis and empirical analysis, qualitative and quantitative analysis, general analysis and typical analysis , taking Laicheng District for example, has an systematic analysis on peasants'income, and found the factors which affect the growth of peasants'income and corresponding policy to solve these problems.Through the analysis, this paper reached the following conclusions:1) The overall peasants'income is increasing, but the speed is low, and the income gap between urban and rurual areas is extending. Based on the absolute terms, wage income, family business income, property income and transfer income are increasing every year. In family business income, the income from the primary industry is increasing. In the view of the rate of average per capita net income, the proportion of wage income is increasing, the proportion of family business income inclines to decline, the changes of property income is obvious, the transfer income raised and declined, and later raised again. Though the rural per capita net income increased a lot , the income gap between urban and rural areas is obvious, and it inclines to extend. Peasants'low income and its low growing speed stoped improving peasants'standard of living and their living quality, and it restricts the reproduction of agricultural inputs, it also affects peasants'cultural qualities to improve, even the development of rural market. Further more, it causes the confrontation between urban and rural areas, so it is not good for the realization of a comprehensive well-off society.2)The main feature of peasants'income increasing growth of Laicheng District include the following aspects: the policy's great effect on increasing peasants'income; the distinctive agricultural undertakings becomes the main source for peasants to improve their income; non- agricultural industry becomes a new bright spot for peasants to increase their income.3)The main factors which affect peasants'income are not only institutinonal factors such as household registration system, the dual education, social security, public goods serving system, the dual financial system, but also some practical factors , such as the level of agricultural industrialization, the transfer of rural surplus labors, labor's quality and so on.4)To solve the"issues of agriculture, farmer and rural area"will involve a broad aspects, and the solution of peasants'low income growth also need a long process, the following measures may mitigate these problems : roform and improve the system and promote the peasants'income successively; adjust the agricultural industrial structure and promote the industrialization of agriculture actively; transfer the rural surplus labor strongly and widen the employment opportunities; improve the rural market system and develop industrial logistics which fits the requirements of modern agriculture; promote agriculture by applying scientific and technological advanceems and improve the cultural quality of peasants.
