Study On The Problem Of Peasants' Income Increasing In Zhucheng

The peasant issue is the core issue of "Three Rural Issues",and the income issue is the core issue of the peasant issue.In recent years,the peasants'income has grown slowly, and even rebounded.The peasants'income has not been improved for a long term.All of that not only affects the improvement of living standards of peasants, but also affects national food security. It not only constrains rural economic development, but also restricts the entire national economic growth; It is not only related to the rural society stability, but also related to building a moderately prosperous social goals.It is not only a major economic issue, but a major political issue. The study of peasants' income is of great significance of social reality.Zhucheng is a large agricultural county in Shandong Province. Since the reform and opening up, it has created a commodity economy chorus, agricultural Integration, agricultural industrialization, small and medium enterprises'restructuring, rural community-based services and the construction of the nationally-known "Zhucheng experience".And the local economy has developed rapidly,the peasants'income continues to increase. However, compared to urban residents, and Zhejiang and other developed areas, there is still a gap between Zhucheng and these areas.To promote the integration of urban and rural and the process of building a strong, harmony Zhucheng, the study of Zhucheng income issue must be strengthened.After studying the theory and experience of a large number of research papers at home and abroad about the peasants'income increasing,this paper combines current international and domestic situation with the actual situation of Zhucheng, and then analyzes the status quo of Zhucheng peasants'income, existing problems and the factors constrainting Zhucheng peasants'income increasing. It proposes targeted policy proposal, which is the thesis of the innovations.This paper begins with the status of income of the peasants in Zhucheng, and has a horizontal and vertical contrast on Zhucheng peasants'income situation since the reform and opening up,and by means of that comes to a summary of the characteristics of Zhucheng, that is:in terms of the composition of the peasants'income, the non-farm income has become a major source of the peasants'income; in terms of the industry deployment of income from peasants'household business, the proportion of tertiary industry and animal husbandry is rising; in terms of all industry revenue growth rate, the growth mode of the peasants'income has changed; in terms of the structure of peasants' employment, the peasants gradually transfer towards the secondary and tertiary industries and efficient planting and breeding industry. Find out the problems of the peasants'income in Zhucheng:compared to the economic growth rate of Zhucheng, the peasants'income increase marginally; compared to Zhejiang and other developed areas there is a wider gap;peasants'weak consciousness of quality and safety of agricultural products makes the potential risk of peasants'income greater and greater; market volatility makes the variation of breeding industry big. Based on that this paper analyzes the constraint which influence peasants'incomes in Zhucheng, mainly from the region's economic development level,agricultural prices and prices of capital goods, agricultural industrialization and the development level of secondary and tertiary industries, as well as the transfer of labor force and their own quality factors. Finally, this paper raises a series of suggestions:the innovative institutional mechanisms,the development of county economy, the development of modern agriculture, fully tapping the potential of the agricultural income, how to achieve a reasonable adjustment of rural industrial structure, vigorously developing the secondary and tertiary industries,how to broaden the channels for the peasants' income, the training and transfer of rural labor force, sparing no effort to expand employment space for peasants,how to promote urban-rural integration process,how to increase peasants'income and how to deepen and perfect the rural reform and strengthen the vitality of social development about rural economic. These countermeasures are pertinent, I believe that they have a certain reference value for the city government developing Zhucheng City's policy to increase the peasants' income, and also have certain reference value for other areas.
