The Research Of Agricultural Development Bank's Strategy Positioning And Operating Mechanism Under The Background Of The New Rural Construction

The Fifth Plenary Session of the sixteenth Central Committee of the Communist Party of China proposed the great historical task about building the new socialist countryside. The primary task about the building of the new socialist countryside is to accelerate the development of the countryside, that is, rural economic development. Rural economic development requires a strong financial support. In the current capital investment approach, one way or another disadvantage: lack of financial capital investment, the financial capital of the weak nature of the rural economy due to mass exodus, a small amount of private capital, lack of specifications. The building of new countryside is facing a huge funding gap, the urgent need for financial support of rural policy.Agricultural policy-oriented financial policy and financial nature with a double feature: includes operating direction of policy and operational objectives of non-profit, business scope of the definition of, funding sources, the stability of the preferential use of funds and interest certainty of compensation and commercial finance complementary. These characteristics determine the agricultural policy finance in line with the Government agricultural policy objectives and intentions of the various periods supporting the development of agriculture, raising rural incomes, strengthening agriculture and stamina and so on have a vital role.China Agricultural Development Bank established on November 18, 1994. But as China's only policy-oriented rural financial institutions, the Agricultural Development Bank is due to their own problems, a serious weakening of the role of agriculture, so that in the theoretical circle of the Agricultural Development Bank had questioned the need for existence. Therefore, the need for reform of the Agricultural Development Bank, give full play to the role of agriculture for the new countryside construction. This paper gives the systematic analysis of the reasons for problems of the Agricultural Development Bank, that is unclear strategic positioning and operational mechanisms are inadequate. And then in reference to foreign policy-oriented financial institutions in rural areas on the basis of operating experience, the Agricultural Development Bank's strategic positioning and operating mechanism have been adjusted and built, to solve the problem, give full support to the role of agriculture, and be better for the new rural construction.This paper is divided into six sections. The first part is introductory; the study focuses on the meaning and purpose to study the contents of the ideas, research methods and innovative point-five issues. The second part is the new rural development and agricultural policy finance and the relationship between the Agricultural Development Bank, the main exposition of the theory of building a new countryside, the key to building a new countryside, input methods and rural policy in rural finance to build a new mechanism of action. The third part is the Agricultural Development Bank of the status quo, existing problems and cause analysis, the main analytical problems with the Agricultural Development Bank, as well as the root causes of problems. The present perspective, the Agricultural Development Bank mainly in six issues: (1) The registered capital is too small, weak ability to resist risks; (2) a serious shortage of capital supply policy; (3) poor efficiency; (4) high non-performing assets, difficult; (5), a large organization, personnel excessive expenses incurred huge operating cost too high; (6) personnel lagged behind. The fourth part is the analysis of foreign agricultural policy bank's operating in practice, focusing on three countries'and two developing countries'operational status and operational experience, to provide useful lessons for the reform of China's Agricultural Development Bank. The fifth part is the adjustment of the Agricultural Development Bank's strategic position and the construction of the operating mechanism, in the light of national conditions and reference to foreign policy-oriented rural financial institutions, on the basis of the operational characteristics, discusses the positioning of China's Agricultural Development Bank of the adjustment and operation mechanism of the building. The sixth part is policy recommendations of China Agricultural Development Bank's further development.
