The Research On Development Of Service Outsourcing Industry In Heilongjiang Provice

In recent years, with the deepen of the global integration and the development of information technology, the transfer of modern service industry becomes a hot spot. Thereinto, service outsourcing is a special transfer mode. Service outsourcing is an important modes of production that corporations can deal with competitive, and it leads to reduce costs and improves core competitiveness. For China, it not only can increase the output and employment, but also change the patterns of economic growth and international trade.As the important industrial base, economic development of Heilongjiang Province has increasing rapidly with the opportunity of "the revitalization of northeast industrial base". But as the economy grows, the problems of irrational industrial structure, high consumption of resources and serious environmental pollution become the bottleneck for economic development in Heilongjiang Province. In order to promote economic growth and optimize the industrial structure, Heilongjiang Province should seize the new round trend of service to develop service outsourcing industry.This paper consists of six parts. Firstly, it elaborates the background, purpose and significance of this research, domestic and international current research situation and research methodology. Secondly, this paper introduces the current development state and the trend of domestic and international service outsourcing. Thirdly, represents the current state and analysises advantages and disadvantages of service outsourcing industry in Heilongjiang province. Then, obtains the key factors that affecting the development of service outsourcing industry in Heilongjiang province and degree of their influence by using the gray relational analysis. And then, comes to a conclusion that undertaking service outsourcing can increase employment, attract foreign investment, get technological upgrading and stimulate economic growth through the gray correlation analysis, at the same time, achieves the theoretical and practical significance of undertaking service outsourcing industry in Heilongjiang Province. Finally, on the basis of the above research result, puts forward the suggestions for the government policy makers from two main aspects which are the business development strategy and industry environment strategy.
