A Research Of The Employment Effect Of Enterprises’ Undertaking Service Outsourcing In Jilin Province

Since the 1990s, along with the rapid development of information technology, the international industrial division of labor began to.shift, which made the service outsourcing industry. Service outsourcing industry is about undertaking non-core business of foreign related enterprises and making management on modern service, which can get greater profit with lower consumption, produce technology spillover effect, and increase the employment effect. The global economic landscape has been changed with the emergence of service outsourcing, and offshore outsourcing services, as the main body of industry transferring in the modern service, become a new engine of global economic growth in the present period. Development of offshore outsourcing services has important significance on the improvement of the industrial structure and employment structure for a country.China also attaches great importance to the development of service outsourcing, introduced a series of supporting policies, introduced "Thousand, Hundred, Ten" project during the period of "the 11th Five-Year Plan", established 21 outsourcing services pilot cities across the country with implementation of fiscal and tax incentives and support measures, which leading the development of the service outsourcing industry nationally. Jilin province is not one of the 21 pilot cities, and the development is not optimistic either, which only taking a smaller share in the service outsourcing industry in China compared to the pilot cities. There is less study on the service outsourcing of Jilin Province which with relatively backward economic development, In 2009, with the issue of "China rumen river area cooperation development planning outline" stated by council, put forward to develop the software and information service outsourcing, expanding to Japan and South Korea service outsourcing, software and information service outsourcing industry cluster. In 2016, with the issue of" some suggestion to fully revitalize old industrial bases as northeast China " stated by council, the development of service outsourcing industry in Jilin province policy advantage, in Jilin province enterprises undertake effect on employment of service outsourcing as the research object, and enrich the domestic case study about economic development level is relatively backward areas.First, this paper describes the research background and significance, research content and method with a simple description, then reviews and summarizes the related literature and theory on service outsourcing, and introduced the study status about the employment effect on domestic and foreign companies undertaking service outsourcing. Again make analysis on the current situation of enterprise undertaking service outsourcing of Jilin Province, on this basis, with data from 2003-2014 of the related service outsourcing industry in Jilin Province, using Cobb-Douglas production function to establish the model, and applying with Eviews6.0 analysis software to make empirical study. The regression analysis results showed that there is a positive correlation between employment and service outsourcing commitment but not significant, a negative correlation between the employment and productivity level but no significant, and a negative correlation between the level of wages and employment but not significant. At the end of this paper, combined with the research status at home and abroad, the results are analyzed in detail with some suggestions:perfecting service outsourcing hard environment; improving the labor productivity of service outsourcing industry in Jilin province; speeding up the development enterprise undertaking service outsourcing in Jilin Province, and increasing service outsourcing commitment; improving the innovation capability of service outsourcing enterprises; strengthening the construction of service outsourcing industrial park in Jilin Province to make service outsourcing industry cluster formation, solid service outsourcing inflows to make it become the important way to increase employment; deepening the exchanges and cooperation for service outsourcing; carrying out there lated statistical work of service outsourcing in Jilin Province.
