A Study Of Government's Role In The Development Of Emerging Industry

The key point of emerging industries development is to respect the objective law, and continue to create or accumulate the necessary conditions for the development through scientific argumentation, as well as identify the breakthrough of development. An important issue of current development of emerging industries is to understand the correct role of government.Through theoretical research and empirical analysis methods, complemented by comparative analysis, comprehensive analysis, literature and other research method and survey, this paper analysis and study government's role in the process of the development of emerging industries at China and abroad, and give suggestion of improvement of government role in the development of emerging industry in China drawing lesion from all aspects of the advanced experience, and analyze the effective way of performing government role by case of the development of animation industry in Dalian.This paper argues that during the development of emerging industries, the government should play a role in the six areas:First, strengthen macro guidance and specific support efforts; second is to strengthen market cultivation of emerging industries; third is to build a multi-channel financing system for the development of emerging industries; Fourth, establish a complete public service system of the development of emerging industries; fifth is to create a conducive environment for innovation in emerging industries; Sixth, vigorously develop and recommend high accomplishment and creative talents and innovative teams. Currently, the government's role in of emerging industries is not satisfactory in these six aspects, which is the mean reason why China government haven't push hard enough to promote emerging industries. This paper hopes that through these studies to further explore and clear our government's role in the development of emerging industries and position in mechanism for the government in the development of emerging industries, and provide the basis for better functioning and promote the development of emerging industries to a new level.
