An Research On The Government Functions Of Jiangxi Province In Developing The Strategic Emerging Industry

At the third plenary session of the eleventh central committee, our party points that we are going to build an open and competitive market system, making the market play a decisive role in the allocation of resources. How to correctly handle the relationship between the government and the market, to deepen the reform of the economic system, to well perform the functions of the government, is still a major problem worth discussing.Since the central government put forward the development planning of the strategic emerging industry, more and more local governments have formulated plans and policies to promote the development of the strategic emerging industry. In developing the strategic emerging industry, the government has to control the scope and intensity of macro-economic regulation flexibly, respecting the market resource allocation function, giving full play to the price mechanism and competition mechanism. At the same time, it requires the government’s actively supports and guides to promote its smooth growth. In the development of the strategic emerging industry, how should the local government correctly perform their functions and give full play to the decisive role of market, make effective support policies, standard the market order, develop an effective public service platform, therefore create a favorable environment for the strategic emerging industry, promote the process of science and technology, improve enterprise’s capability of independent innovation, realize industrial upgrading, is a great and urgent strategic task.This paper takes the view of the Third Plenary Session of the eighteen that the market plays a decisive role in the allocation of resources as a starting point, explore the current situation of the development of strategic and emerging industries in Jiangxi province, compare it with the coastal and central provinces, finding out the existing problems. Then, the paper analyzes the function and deficiency of the government of Jiangxi. Based on inter-external experiences, the paper provides some suggestions on improving the government functions of Jiangxi province in the development of the strategic emerging industries.The paper describes the government as the booster of the development of the strategic emerging industry, guiding, inspiring and serving for the industry. According to the different periods, the paper put forward different suggestions:in the formation period, the government should guide the development of the strategic emerging industry; in the growth period, the government should establish an incentive mechanism to promote the development of the strategic emerging industry; in the mature period, the government should accelerate the development of the strategic emerging industry; in the adjustment period, the government should give full play to the market and build a service platform.
