As we entered the twenty-first century, emerging industry develops rapidly. Under the government's macro-control through central policy, we centralize the advantageous resources into the new emerging industry clusters, which are represented by the energy-saving environmental protection industry, the new generation of information technology industry, the biology technology industry, the high-end equipment manufacture industry, the new-energy industry, the new material industry, and the new energy automobile industry. The development of new emerging industry shows that they obtain close attention from our nation, government, and the whole society, and people start to realize developing new emerging industry is an important choice to accelerate the pace of industrial restructuring and upgrading and to maintain long-term, sustainable, and prosperous economic development in one nation or area.The economic crisis in 2008 which has swept the world made every country re-examine the strategic significance of the real economy to the economic development of a nation. Developing emerging industry becomes an important choice to response to the economic crisis and recover from it, not only for developed country but also for developing country. Since the launch of reform and opening-up policy 30 years ago, we see a rapid economic development. Even thought our continuous rapid growth of GDP created an economic growth miracle in the world, the rapid growth of this kind depends mainly on the extensive mode of production which requires high input and results in low output. The ecological cost we need to pay for this mode is incalculable. Right before the economic crisis occurs, China made a clear plan to shift the economic development mode and restructure the economic structure, in order to realize the comprehensive and sustainable development. Besides, the improper economic structure is an urgent problem to be solved, and this economic crisis further highlighted the negative effect of improper economic structure. Quite a few foundries that depend on export trade suffered a huge loss during this crisis, and the export trade blow led to significant decrease of export growth. Under such national and international environment, the emerging industry received attention from the whole society. The academic world, government officials, and news media all did numerous researches in this field.Until now, researches on emerging industry have involved fields such as the characteristics of the industry, the choice of development paths, policy orientation, and international experiences etc. No matter from the perspective of politics or that of economy, the government plays an indispensable role in the process of initial growing and further developing in emerging industry. Due to its strategic, forward-looking features and traits like uncertain and positive externality, emerging industry has an obvious market failure problem. As problems brought by emerging market itself come up, it is quite interesting and meaningful to study how the government cultivates and develops emerging industry and which special measures are taken. Different from "emerging industry", "strategic emerging industry" proposed by our country has a stronger meaning politically. As a result of the weaker development foundation, the government has a stronger influence on policy orientation in our country comparing with developed countries. In the developed countries, government policy is only one of the factors which influence industry development. Thus in the study of strategic emerging industry, special attention should be paid on the government effect. And the necessary and appropriate measures the government takes will be the key links related to solving problems in strategic emerging industry development and ensuring its thriving development. From this aspect, studying the role and the effect of the government during the developing process of strategic emerging industry will be meaningful both in theory and practical application.Based on these points, this paper starts from studying the relationship between the government and the market, combines detailed literature review and empirical analysis, applies both qualitative and quantitative analysis, and analyzes the relationship between the government and the strategic emerging industry market. Also, the key points of policy which the government used in the process of cultivating and developing strategic emerging industry are discussed. Additionally, the previous experiences in developed countries have been considered and combined with the present situation in China. Moreover, after building up useful mathematical model and data analysis, the effects of the government and practical policy advice are proposed based on the present development stage of strategic emerging industry in our country.Analysis shows the effect of current science and technology policy of strategic emerging industry is better than that of financial policy. The introduction of science and technology policy achieves a more obvious effect on cultivating and developing strategic emerging industry. Meanwhile, it proves that the scientific and technological progress and innovation have a greater impact on companies in the strategic emerging industry. Therefore, the policy should focus on establishing complete innovation system, improving the ability of independent innovation, and building a favorable environment for strategic emerging industry.The innovations of this paper are evaluating the policy effects by using quantitative analysis, and analyzing the influence of technological and fiscal policies by mathematical model.
