The Research On The Performance Evaluation Index System Of Government Investing Freeway Project Based On Externality

Presently, the development of freeway in China has reached the unprecedented scale; the Government also continued to increase investment in freeway construction to meet the needs of the economy and society. With the rapid development of freeways government investment, their performance increased emphasis. The performance evaluation of freeway projects has gradually become an important part of freeway management. This paper will be the introduction of externality to performance evaluation, construct performance evaluation index system of freeway project invested by government based on externality. First of all, analysis of the relationship between performance and externality is carried out. By introducing externality to performance evaluation of freeway projects, freeway projects` externality and performance is deeply analyzed. This paper argues that upon the externality, the freeway project performance = physical freeway performance + externality performance. The great of externality performance, the great of the performance of freeway project. Secondly, based on external characteristics, level classification of freeway project performance is carried out, as a basis for building a Performance Evaluation System of freeway projects invested by government which considered of three-dimension effect of purpose, time and space. According to system analysis, we classify project performance into three levels: physical freeway system performance, transportation system performance, the social system performance. On this basis, we combine with "3E" evaluation theory to construct a Performance Evaluation System of government investing freeway projects with three-dimension effect of purpose, time and space. Comparing to old ones, this index system has three advantages:①From the purpose dimension, it has more clear purpose of"3E";②From the time dimension, it is dynamic;③From the apace dimension, based on the three level performance, it is more targeted. Finally, this paper carries out a case analysis. In CC freeway project, we use this indicator system to evaluate the economy, efficiency, effectivenes of the project, proving that it is definitely applied for government investing freeway projects.
