The Research On The Problem Of Performance Evaluation Of Government Investing Freeway Project

By the end of 2011, the mileage of our country freeways have reached 75000 km.Withthe rapid development of our freeways，our freeways is no longer limited in quantity andquality improvement, performances evaluation of freeways project have been put on theagenda．At present, the theoretical circles have been paid fully attention to performanceevaluation of the government investing freeway project ,but its work has yet to carry out alarge number of so. So, it has a certain theoretical significance value and the practicalguidance to explore the performances evaluation of freeways project, develop the work ofperformance evaluation of the government investing freeway project, and improve the systemof performance evaluation of the government investing freeway project.This dissertation researches on the issues of performance evaluation of the governmentinvesting highway projects based on the theories of the public finance theory, the theory ofpublic goods, theory and the theory of performance evaluation, constructs a model ofperformance evaluation, using the expert scoring method, AHP and entropy method todetermine the weights of the indexes. So, it develops a new thinking for quantitative researchto the performances evaluation of freeways project.Firstly, elaborated domestic and foreign research about performances evaluation of thehighway project from the performance evaluation theory of highway project and the currentsituation, summary evaluation, introduced some basic content about the performanceevaluation of highway project; Secondly, analyzed the main existing problems in performanceevaluation of highway projects as well as the causes of the problems; then, putted forward thecountermeasures of improvement of performance evaluation on the basis of academic circles,clearly putted forward by using subjective and objective method of combining the method todetermine the index weight of performance evaluation, constructed the quantification modelof performance evaluation basing on weight; at last, combination of specific project case ofhighway constructed the quantification model of performance evaluation and analyzed theresults of the performance evaluation.
