Bilateral investment relationship between China and Nigeria is important part of Sino-Nigeria relations.The quality of Sino-Nigeria bilateral investment relationship influences other aspect of bilateral relations directly, such as economic, political, culture, and military and so on. Promoting Sino-Nigeria bilateral investment development is not only the demand of Nigeria's economical development, but also the demand of China's development strategy and the need of promoting Sino-Africa relations development. Since China and Nigeria established diplomatic relationship in 1971, bilateral investment relationship has been developed continuously, especially after entering the new century, the development of bilateral investment cooperation has grown rapidly. In 2006, Nigeria has become one of the largest investing areas in Sub-Saharan Africa, and Nigeria also is one of the important capital resource countries of China. Although bilateral investment cooperation is growing rapidly between China and Nigeria, but it is also confronted with a range of issues meanwhile, such as the dominant of Intergovernmental investment, the lack of private investment, the discordant of whole investment and the asymmetry of mutual investment.In terms of overall, in the present Sino-Nigeria bilateral investment relationship, China mainly exports capital, and Nigeria mainly attract investment, but with massive land, abundant natural and human resources, Nigeria investment capacity from abroad will be increased gradually accompany with Nigeria's economic development. In Nigerian history, Majority governments have paid great attention to the role of foreign investment in domestic economic development. Especially since the Babangida government set up structural adjustment programme (SAP) in 1985, successive governments spared no effort to promote investment development, improve investment environment for FDI inflow and formulate a series of preferential measures to attract investment actively. With the development of China's out strategy and the implement of industrial SAP and natural resource security strategy, China has consummated foreign investment legislation and drawn up the law and regulations of investments abroad step by step, started to emphasis on exploit Nigerian and pay attention to guiding investors to invest in Nigeria. As the the economic recovery, political stability and the integrity of the rule of law, Nigeria's investment ability will gradually increase.At that time, Nigeria's investment in China will increase and the mutual investment between two countries will be more balanced. Promoting Sino-Nigeria bilateral investment development is a system process, a slowing and progressive course and a mutual cooperation and mutual learning reference process. Promoting Sino-Nigeria bilateral investment development, not only demands the two governments'commitment to build within the country's investment environment, but also demands good cooperation between two governments to expand full range of economic diplomacy, create the security mechanisms of conducive to investment and very importantly, also demands the investor's optimistic, cautious of investment, especially investors should be totally familiar with the investment environment at each other, use the advantage conditions completely, achieve sustainable development with giving consideration to both enterprise interests and the interests of economic development needs of host country .
