Research On The Current Situation And Countermeasures Of Modern Agriculture Of Panzhihua Tobacco

Tobacco is one of our important economic crops. Tobacco production has become the mainstay for Panzhihua city to shake off poverty and make a fortune. To keep the stable and sustained development of this pillar industry, based on the fully investigation and analysis of the current status of tobacco economy in Panzhihua city, according to the general requirements "strengthen a basis, accomplish the four modernizations" for developing modern tobacco agriculture, absorbing advanced experience both home and abroad, it explored and found the management methods and optimum allocation of factors that suitable to develop tobacco economy with the goal of helping farmers increase incomes and promoting enterprises benefits. Promoting large scale production, intensive operation, specialized division and information management of modern tobacco economy market system were also investigated in this research. The main research results and achievements include:1. The analysis of modern tobacco agriculture data and current status shows that:The basic character of modern tobacco agriculture is large scale production, and specialized division and social services are its important features while mechanized operation is its essential aspect. Science and technology progress is the source of advancing modern agriculture development, and information modernization is the crucial method of basic management. Infrastructure construction is the necessary condition to transfer the traditional agriculture to modern agriculture.2. Set up modern agricultural experimental sites in 2 villages including 20 terms, the total area is 767 hm2. By basic facilities construction, especially the construction of water irrigation, road, bake house, nursery greenhouse, meteorological observation and hail prevention, not only the farmers labor intensity was decreased and the ability of resisting natural disaster was enhanced, but also the passive situation of depending on the natural in traditional agriculture was changed.3. In the process of tobacco normalized cultivation, the general level of tobacco production was improved significantly by carrying out modern tobacco production techniques, such as floating raise seeding technique, soil testing for fertilization, forecasting of diseases and pests, biocontrol technology, intelligent baking process and so on.4. The product model of moderate scale cultivation and concentrated management was explored by establishing four tobacco production organization forms, such as "professional cooperative society of flue-cured tobacco", "company & mutual aid team & tobacco farmers", "company & village committees", "company & professional tobacco farmers", it was initial established that "company & mutual aid team & tobacco farmers" was the best production model to transfer the traditional tobacco agriculture to modern ones.5. Large scale cultivation is the production vector of modern agriculture. The degree of tobacco scale was promoted efficiently by the reasonable circulation of land; By establishing specialized service terms, such as specialized raise seeding, specialized cultivation, specialized plant protection, and specialized baking technique, the cost of tobacco production was decreased efficiently, the positive of tobacco production was stabilized significantly, and the level of moderate scale cultivation that suit for local product situation was promoted obviously.6. By constantly improved the capability of analyzing and treating integration information in tobacco production, information management modernization has been playing an very important part in tobacco production, management, forecasting, prewarning and great policies.Because of short history of tobacco production and poor fundamental conditions as well as mountain environment in Panzhihua, there are many aspects should be done in the process of transferring the traditional tobacco agriculture to modern ones, such as developing rural education, enhancing farmers'qualities, strengthening technological progress and achievement transformation, reasonably adjusting agriculture industrial structure, make efforts to promote large scale production and carrying out industrialization management. At the same time, the realizing process of steadily experiment, key demonstration and maturation promoting was necessary based on the current situation of local tobacco agriculture.
