Research On Current Situation And Countermeasures Of Yunnan Tobacco Agriculture With Agriculture Standardization

Tobacco production is a pillar industry in Yunnan province and the fire-cured tobacco plays a key role in it. Tobacco production is also important to tobacco industry. If there is no the standardization of tobacco agriculture, there is no modernization of it. Therefore, it is urgent for Yunnan province to maintain and promote the quality of flue-cured tobacco with the goal of improving its competitiveness in worldwide. Only in this way can Yunnan province promote the modernization of tobacco agriculture, increase the income of tobacco trade and impulse the overall development of the tobacco industry. In recent years, myriads of researches and practices on the standardization of tobacco agriculture have achieved considerable academic merit and enriched valuable experience. While comparing with Tobacco are produced primarily country, certain gaps and many problems are still waiting for our handling. It is necessary to do some deep researches and study the orientation of the development of the standardization of tobacco agriculture. What's more, it will impulse the progress of the standardization, assist in solving the "three agricultural problems" and ensure the quality of tobacco product. As mentioned above, those measurements have enjoyed practical significance and far-reaching historical importance.This paper dissertated the fundamental theory on standardization of tobacco agriculture, and systematic structure and main content of standards in tobacco agricuture, on the basis of illustration of concept and basic theory of standardization in agriculture. Analysis towards trend of standardization of tobacco agriculture in the world and the actual state of standardization of tobacco agriculture and related research both domestically and abroad was performed by drawing basic concept of standardization in agriculture, combining method of document indexing and field investigation, questionnaire and case study, qualitative and quantitative research. Summarization and analysis were focused on the issues including background, key cases in representative area, gap compared with developed countries, obstacles faced, development opportunities and so on. Total 7 factors which had been obstacles of standardization in tobacco agriculture, were quoted through a questionnaire on standardization in tobacco agriculture in 9 representative counties. The factors included inadequate organization construction, poor project management and lower investigation, lower adoption of imternational and domestic standards outside the representative counties for standardization in tobacco agriculture, incomplete systematic construction, great diversity in acreage for modeling, inefficient research institutes and staff, and lack of link to development of modern tobacco agriculture in Yunnan Province. Analysis was also focused on the reasons which had been obstacles for standardization of tobacco agriculture in Yunnan Province, e.g. unfavorable systematic construction, invalid mechanism, and inadequete policies. Challenges and opportunities were systematically analyzed to target the actual state and existing problems of standardisation in tobacco agriculture, under guide of fundamental theory and learning lesions from the successful achievement of standardisation in tobacco agriculture.10 recommendations were proposed to promote standardization in tobacco agriculture in Yunnan Province, they were:strengthening leadership, establishment of guarantee organisation system, increasing investigation with policy support, establishment of adequete and normative standard system, establishment of a long-term mechanism, strengthening extension system, promoting management of the standards, strengthening modeling for extension, strengthening modern tobacco agriculture, training personnels, strengthening research, promoting development of standardisation.Conclusions were educed by surrounding the following five aspects, e.g. extension pattern, progress, combination with modern tobacco agriculture, introduction of industrial ideas and strategies. These conclusions would provide a reference for govenment authority of standardisation in tobacco agriculture, and be of great value when they were fully put in practice. Furthermore, the discussions covered 4 issues including application territory of the standards, management authority, land transfer, standards of tobacco quality.
