As China continues to upgrade the level of urbanization and its urban area and population continues to expand, the city management department plays a more and more important role in government departments. Successful experience of developed countries and the practice of China's reform and opening up shows that both construction and management, especially management are the objective requirements of modern urban development, and at once one of the most important functions of the city government in the management of public services and management. Therefore, how to make city management more reasonable and effective and how to maintain consistent standards of urban management has become an urgent problem for the related research institutions and government departments.This paper, with Lianyungang city management as an example, by analyzing the concept of urban management , its features and other basic problems, demonstrates that the urban management should be a long-term project and raises the current problems existing in Lianyungang urban management. In order to solve the existing problems, this paper starts with the classification of the urban management, analyzing the current management mode of the urban government and the innovative mechanisms to lay the foundation for the role of urban administrators. Then, with a comprehensive analysis of the domestic cities as well as relevant national and regional urban management and experience of management development, the author aims to provide reference for the urban administrators to find their reasonable positions. Finally, the author proposes the paths and strategies in Lianyungang City management, reasonably defines the government functions of the department of urban management and discusses the future of the urban management department.
