Legal Consideration On Promoting SME's Software Legalization

To promote the software legalization is of great significance for encouraging independent innovation, building an innovation-oriented country, developing the national software industry, optimizing the investment environment and establishing a good image of the country. SME's software legalization is the most difficult and important part during this procedure. In a sense, the completion of SME's genuine software utilization determines the final results of the country's software legalization. But the current situation of SME's utilization of genuine softwares is not ideal, and there are many difficulties and constraints. Initiating with the basic conception, this article describes the background and current status of SME's software legalization. Through the comparison with government departments and large-scale enterprises, it analyses the commonality and individuality reasons of the difficulties of SME's software legalization and proposes solutions, and also dicusses on specific models and approches.
