Study On The Exit Mechanism Of Economical And Applicable Housing Of China

Launched from 1994 and as an important component of the security housing system,the economical and applicable housing system have been existing 16 years. More than ten years, the economy housing system has been playing a great historic, positive role in housing system reform, stimulating housing market consumption, improving housing supply structure, stabilizing housing prices, solving the housing problems of low-income families etc.We should realize many problems existing in implementation when the economy housing system is playing a great historic role in society. The most remarkable problem is the lack of exit mechanism of economical and applicable housing.This paper aims to proposing some suggestions and solutions for establishing a strict, scientific, benign exit mechanism. Finally,by setting efficient exit mechanism to correct the deviation in implementation of economical and applicable housing system. then achieving a virtuous circle. Like The Old Saying "A·rolling stone gathers no moss".In order to objectively analyzes the problems in exit mechanism of economical and applicable housing system in our country and proposes some suggestions and solutions, author arranged the frame structure as follows:In chapter one, firstly making a literature review of low-income housing exit mechanism in domestic and international, secondly proposed the significance of research, research methods and the frame structure. In chapter two, author made a literature review of domestic exit mechanism of economical and applicable housing system.the literature review included definition of exit of economical and applicable housing and the content of exit mechanism. Finally put forward the related theory of benign exit mechanism. In chapter three, the author made a detailed analysis on current situation of domestic construction of economical and applicable housing exit mechanism and problems in it. The analysis including literature review of policies about economical and applicable housing exit mechanism, experience Introduction about establishment of exit mechanism of economical and applicable housing in typical cities, problem analysis in establishment of exit mechanism. In chapter four, author made some suggestions in order to improve the exit mechanism of economical and applicable housing system in China. At last, author made a comprehensive summary which plays a role links the preceding with the following. As a whole, the important part of this paper describes the analysis on current establishing of exit mechanism of economical and applicable housing system and solutions to the problems.On the method of this study, firstly author learned from the domestic and international academics in this field of study and research and adopted literature analysis method to deal with the problems. Secondly with normative research methods author discussed the relevant theories of economical and applicable housing exit mechanism and defined the concept and conditions of the exit mechanism, from a practice angle analyzed the current situation and difficulties in the exit mechanism. Then took the analogy analysis method to analyze the exit mechanism of housing security system in developed countries and regions, and got some enlightenment. Thirdly, with the standard methods of research author put forward some policy measures to establish exit mechanism of housing security, and made some suggestions to improve the reform of the exit mechanism. Fourthly, this paper analyzed the current situation and took the economics theory and the gametheory to demonstrate the rationality of certain systems. Fifthly, linking theories with practice in housing security system, combining the new theories proposed by some experts with the practices in withdrawing of economical and applicable housing in some cities, author analyzed the exit mechanism of economical and applicable housing.Based on the above research methods, finally the author made some ways and suggestions for establishing the exit mechanism of economical and applicable housing:(1) Government establish a special management agency to strengthen dynamic supervising and managing on economical and applicable housing.(2) By signing contract and other measures to Clear property rights.(3) Determining reasonable allocation scheme of appreciation income.(4) Establishing personal information file system.(5) Giving rewards and punishments according to specific conditions.(6)Making clear the implementing standards for withdrawing the economical and applicable housing(7) Perfecting the laws and regulations on exit of economical and applicable housing.
