Take Yancheng, a city in China as an example, housing construction has been developing at fast rate in recent years, and as a result of which the urban residents have been enjoying a marked betterment of their residential conditions. Nevertheless, many a middle and low income resident cannot buy or cannot afford to buy the housing catering to their consumption. The government is confronted with the pending problems of how to provide its citizens with economic, habitable and decent housing.We can learn from some countries which have successfully resolved the basic residential needs of their middle and low income citizens and accumulated valuable experiences by employing government housing security policy. The new housing security system of Yancheng has just kicked off, which surely possesses some flaws mainly manifested in ill-organization of establishing housing system, monotonous mode in safeguard, out-of-control economic and habitable housing construction and management, slow progress in low-prized-rent housing system, etc.The thesis has studied the problems of management in securing housing construction and analyzed the current situation in Yancheng. Aiming at offering applicable proposals of housing construction security and management in Yancheng, analyses and discussions have been carried out centered on safeguarding the middle and low income citizens' housing by integrating theoretical research and practical findings at home and abroad. With the multi-level provision system being vigorously promoted recently as its subject, the study has been motivated to establish a regulatory and practical housing security model.
