Research Of Entry And Exit Mechanism Of Low-rent Housing Security System

Low-rent housing security system is an important component of our housing security system, the issuing of《several views of the State Council about the settlement of the housing difficulties of urban low-income families》marks that low-rent housing security has become the main policy to resolve the difficulties of urban low-income families. The last two years, our government increases input on the construction of low-rent housing security system, increasing the scale of construction, and the construction of system has made great progress. However, there are still many problems in the entry and exit mechanism, hindering the development of the system. So, how to resolve effectively the problems in the entry and exit mechanism and to make the families which really need help into low-rent housing system is an important and urgent assignment for perfecting low-rent housing security system.Afer analyzing related subjects and the relationship between the various parts, this paper consider that the problems mainly exist in three interrelated parts which are definition of security standards, application and review and exit, based on situation analysis of entry and exit system and previous research.Next, this paper arranges three chapters to elaborate problems existing in the three parts and to propose related recommendations for solving problems. There is a problem about security coverage due to security standards line being set up unreasonably in the part of definition of security standards. This paper sets up accurate standard line through quantitative standard and analysis current situation of Wuhan. There are problems about registration information being difficult to check and the phenomenon of rent-seeking in the part of application and review. This paper analyzes government departments and application users' behavior choices by game mode and proposes related suggestion about increased audit efforts and the establishment of an effective audit approach. There are several problems about being difficult to check household income, fewer penalties, lack of in incentives and imperfect exit system in the part of exit. Though analyzing, author try to explore an effective exit mode, in order to solve the problem which low-rent families are willing not to exit.
