Current Situation And Countermeasure Research Into The Management Of Tranters Illegal Street Stalls Business

For a country, urbanization is the only access to modernization. With tranters associated with urbanization, illegal street stalls business is a common social phenomenon in the world rather than a problem in some cities. In recent years, as the deepening of the enforcement of administrative laws by the urban administrators and the full implementation of administrative punishment system with urban management relatively centralized in Putuo District of Shanghai, urban management and law enforcement agencies have made an outstanding contribution to the landscaping of Putuo District. However, due to varieties of factors, urban law enforcement is still faced with many problems, and there are still endless contradictions and disputes between urban administrators and tranters.This paper analyzes the current situation of management of tranters illegal street stalls business in Putuo District of Shanghai by documents, interviews and comparative research. It can be attributed to the fact of the tranters as one of the socially vulnerable groups with enormous pressure to survive; to the fact that a variety of infrastructure and supply of commodities can not meet the various consumer needs with different urban social levels and preferences in Putuo District; to the fact that legitimate business costs too much, complicated procedures. At the same time, there are several problems in the governance, such as under great pressure of Hundred-day Evaluation of the World Expo, the error of government function, governors' bias in understanding of tranters, lack of the legal basis for law enforcement by urban management departments, the low overall quality of urban management and law enforcement personnel and simple means of law enforcement as well as lack of supervision of urban administrators' punishment enforcement behavior.After drawing experience in urban management of tranters illegal street stalls business from Hefei, Guangzhou, Urumqi, as well as India, Singapore, South Korea and Thailand, this paper demonstrates that only government departments keep the principles of being convenient and benefit for people and reflecting the functions of government services scientifically, urban management and law enforcement agencies, as the main regulator, improve urban management and law enforcement assurance mechanism and strengthen urban management and law enforcement staff construction; innovate ideas in the governance methods that whey should implement classification and district management, strengthen the role of non-governmental organizations and improve vocational skills and the role of tranters in Community services, can we solve the contradiction between the urban administrators and tranters and lessen the phenomenon of tranters illegal street stalls business.This paper mainly includes four parts:First, mainly explain the background, introducing the document review at home and abroad to illustrate the methods and ideas of the research.Second, define tranters illegal street stalls business in Putuo District, introduce the current situation of tranters illegal street stalls business and analyze the root causes and problems in the process of governance.Third, from a timeliness perspective and the urban administrators'tolerance to tranters, illustrate models on management and governance of tranters illegal street stalls business, and analyze modes from other Asian countries,Fourth, come up with suggestions and countermeasures on management of tranters illegal street stalls business in Putuo District of Shanghai by terms of the target concepts, regulating subjects and means.
