Research On Governing Urban Illegal Construction Of Ouhai District In Wenzhou

Recent advances and prosperity in economy have stimulated the rapid development in Ouhai District of Wenzhou City.Along with the economic growth,tremendous amount of illegal buildings spring up all over the district.These illegal constructions seriously affect the appearance of the city and obstruct the implementation of the city planning.Specifically,they disrupt the order of city and impact people's life.Urbanization of Ouhai is also hindered by these illegal buildings.Therefore,it is an urgent issue to analyze the formation of these illegal buildings,then to stop them sprawling according to the law.This study starts from the cause and mechanism of the illegal constructions.By applying theories such as the principle of Pareto and the construction of harmonious society,we study the governance status of the illegal buildings in Ouhai district.Then we dissected the causes of the illegal buildings and analyze the dilemma in handling these constructions.By carrying out the methods such as comparison research,case analysis and literature searching,we analyze the cause,hazard and governance dilemma of illegal buildings comprehensively so as to find out the fundamental reasons of the origin of illegal buildings contain economic interest drive,loophole in the system,weak supervision,ill ethos,etc.The harm of illegal buildings is enormous.To control these buildings,we have to treat this problem like a disease,so as to analyze the symptoms and find antidote against it.We describe the current situation and the cause of illegal buildings of Ouhai district,which reveals the fact that the illegal constructions of Ouhai have harmed peoples' life and the regional economic development.Besides,we investigate and analyze the results of illegal building rectification work in Ouhai district,specifically the number of removal illegal buildings.On this basis,we discuss the mechanism of governing illegal buildings.Meanwhile,the plight in governance of illegal buildings in Ouhai District is also analyzed according to specific cases.The last,we consider how to use the Principle of Pareto improvement and the good governance in rectifying illegal constructions.Specifically,these measures include further improving the legal system,increasing public participation approaches in the governance,balancing the public interest and the governing efficiency,guaranteeing basic living needs,improving the law enforcement officers' awareness of self-protection,etc.In this paper,we demonstrate the subject on harmonious governance of illegal constructions.It provides a framework to explain the governance of illegal constructions in China,and furthermore to explore the connotation and extension of the illegal constructions governance theory.In practice,it provides some experience and methods for the governance of illegal buildings in Ouhai District.
