Research On Dilemma And Countermeasures Of The Law-enforcement On Illegal Construction Problems Of Urban Management In Guangzhou

With the progress of urbanization accelerating,the problem of illegal construction become more and more serious,while the governance of illegal construction is still mainly staying on the level of intercepting illegal construction currently.As a megalopolis with 16 million population,the problem of illegal construction become more and more serious and the law enforcement on illegal construction become more and more difficult.Urban management officers,as the law enforcement department of illegal construction,undertake the task of dismantling illegal construction.It will cause social contradiction and Public opinion if urban management officers don't deal with the problem of illegal construction.Exploring new method of intercepting illegal construction,seeking breakthrough of the law enforcement on illegal construction and resolving the dilemma of the law enforcement on illegal construction are three key issues which are overcame well in my article.This article will use public management theory and law theory,starting from the concept of illegal construction,type,characteristic and harm to investigate the Present situation of the law enforcement on illegal construction and analyse the problem of urban management officers in enforcing the law on illegal construction by literature survey,field research and interview.Meanwhile this article will offer practical and feasible countermeasures and suggestions combining my work experience and focusing on the problem and difficulties of the enforcement when I am discussing the problem,cause and suggestions of law enforcement on illegal construction.There are 5 chapters in this article.Chapter 1 is to introduce the background and significance of my reaserch briefly,evaluate and analyse the reaserches in domestic and overseas,and state my thinking and content of my reaserch;Chapter 2 is to introduce the intension,extension,sort,characteristic and harm of illegal construction,and list the develop of the urban management officers,management and administrative designations of illegal construction.Chapter 3 is to introduce the current situation of Guangzhou urban management officers in enforcing the law on illegal construction.Chaper 4 is to discover the problem of Guangzhou urban management officers in enforcing the law on illegal construction,and analyse the reasons for it;Chaper 5 is to offer practical and feasible countermeasures and suggestions which will resolve the the problem of Guangzhou urban management officers in enforcing the law on illegal construction.
