Under the environment of the rapid economic development and the global energy shortage, the energy—the "blood" of supporting the economic development plays a even more significant role, the National Energy Board forecasts that coal will still being the major energy sources in china in the next five years. The imbalance of the regional distribution and demand of coal, the characteristics of coal transport determined that coal terminal is very important in the coal transportation, but coal terminal often become the "bottleneck", therefore we should find the "bottleneck" of the terminal production first, then optimized the "bottleneck " by rational organization,it has some significance for the coal transportation.The object of this article is the Shenhua coal terminal in tianjin, firstly we identified the "bottleneck" of terminal production, then analyzed it, finally solved it—proposed a optimal schedule scheme. In order to find the "bottleneck" of terminal production, the production organization of Shenhua coal terminal in tianjin was introduced, along the link of the terminal production process, it calculated the capacity of each subsystem of terminal production, and got that berth was the "bottleneck" of terminal production and yard was the major factor of impacting terminal logistics smooth. Secondly it got the conclusion that berth is the main "bottleneck" of the wharf for combining the development of the terminal with the current development strategy, the yard must be noted as long-term development; thirdly, according to the nature and development of terminal, it established the berth scheduling model which try to make the total time of all the ships in the fix period in the terminal minimum. Finally it made an example of the ships berthed in the terminal in 2010.2.4, then solve the model and get a better schedule scheme for ships.
