Nowadays the process of globalization has been accelerated as a result of the third industrial revolution characterized by IT revolution and the ever deepening global financial crisis, which have created profound impact on both people's life and economic development. The information service outsourcing industry emerged during this process is rapidly changing the urban appearance and competitiveness of some regions concerned.Service outsourcing has become the inevitable trend of the current global industry revolution. Particularly, software and information service outsourcing still maintains rapid growth despite of the ongoing world economic recession. It is TBNA (Tianjin Binhai New Area)'s strategic choice for industry restructuring and upgrading to promote, on the basis of large-scale advanced manufacturing, the development of modern service industry with the focus on software and IT service outsourcing.Currently, it is a very critical moment for the development of service outsourcing industry in TBNA. With the study of both service outsourcing theories and experiences of benchmark areas in the world, the thesis analyzes and discusses the necessity and feasibility of fostering service outsourcing industry in TBNA by the support of related economic theories such as trading cost and comparative cost.
